Commander, Navy Region, Mid?Atlantic is seeking the establishment of banking or credit union services at Naval Support Activity, Norfolk, Northwest Annex. In addition to customary consumer financial services, the bank or credit union is to provide Automated Teller Machine (ATM) service. The bank or credit union will be located inside a secure perimeter and thus will not be accessible to the general public. The base is located in a rural area several miles from the nearest commercial financial institution. The installation is currently home to approximately 1600 military, civilian and contractor personnel. About 20% are enlisted Marines or Navy sailors temporarily assigned to the base for training. Per capita ATM transactions, therefore, are relatively high. The Department of the Navy (DON) will grant final approval based upon the Commander, Navy Region, Mid-Atlantic?s evaluation of the proposals received. If selected, your bank/credit union will be entering into a lease and operating agreement with the Government. A sample operating agreement can be found at the web site identified below. Additionally, your bank/credit union will have to follow the policies outlined in the Department of Defense (DoD) Directive and the DoD Financial Management Regulation (FMR), which should be reviewed prior to your solicitation for proposals. The DoD Directive and DoD FMR may be obtained from the Office of Financial Operations web site at http://www.fmo.navy.mil/services/financialinstitutions.htm. The DON?s decision will be based on which financial institution offers the best overall value to the Government as demonstrated by the financial services and products to be provided to military and civilian personnel at the installation. In evaluating the proposals, the DON will consider the following elements, which are approximately equal in importance: a. Services offered ? range ? convenience ? cost b. Long term services available to a mobile population c. Past performance Using the enclosed questionnaire, specific items to be addressed in your proposal include: schedule for opening the branch office; staffing levels for the branch office; hours of operation for the branch office; schedule for ATM implementation; frequency of servicing ATM; and existing locations where financial services are currently provided to DoD military and civilian personnel. Additionally, the proposal must address loan services, savings services, business account and/or services, and other products and services offered. Any other information that you desire to be considered, such as information about past performance, may also be addressed in your proposal. Your proposal, including responses to the attached questionnaire, should be forwarded by August 1, 2003 to Commander, Navy Region, Mid-Atlantic, Code N02B2, 6506 Hampton Blvd., Norfolk, VA 23508. DEPARTMENT OF THE NAVY FINANCIAL INSTITUTION QUESTIONNAIRE Banks and Credit Unions, unless otherwise specifically addressed, will be referred to Financial Institutions (FI). FIs operating an office on a Navy and Marine Corps installation are required to comply with the Department of Defense (DoD) Directive 1000.21 and DoD Financial Management Regulation 7000.14 and subsequent modifications thereto.
