Description
The Naval Air Warfare Center Weapons Division, Point Mugu, CA 93042-5001 plans to use a Time and Material, Indefinite Delivery/Indefinite Quantity contract to procure on an other than full and open competition basis Contractor Engineering Technical Services (CETS) for the Naval Air Technical Data and Engineering Service Command (NATEC) to be performed at NAS North Island/NAESU DET facilities MCAS Miramar in San Diego, CA. These services will be provided by Global Technical Systems; 784 Lynnhaven Parkway, Virginia Beach, Virginia, 23452-7803. This effort encompasses training designed to inform and instruct Navy Personnel in the installation, operation and maintenance of the AN/USM-484 Hybrid Test Set (HTS) and the AN/USM-470 (v) 2Tailored Mini-Vast (TMV) under the Common Automatic Test Equipment (CATE) Engineering Technical Services (ETS) program in support of the SH-60, F-14, S-3 and F-18 aircraft. These services are required for engineering system integration assistance liaison and training programs. Global Technical Systems acquired all equipment assets, personnel, operations and contracts from the original equipment manufacturer (OEM) of the AN/USM-484 Hybrid Test Set (HTS) and the AN/USM-470 (v) 2Tailored Mini-Vast (TMV) and is the only source with the technical expertise and knowledge of the equipment, access to advanced engineering data resulting from configuration changes, operational software updates, retrofit modifications, and contractor data required to complete this CETS task. No organic training is available making factory representation an essential aspect of these requirements to remain technically abreast of continuous changes. No other firm possesses the required data and expertise on this equipment since it is continuously modified. A one-year base period with four one-year option periods is anticipated. Award of a contract is expected on 1 October 2003 and the contract will continue through 30 September 2008 if all options are exercised.
