Description
NOTE: AS OF TODAY 11 JULY 2003, THE SOLICITATION/SPECIFICATIONS/DRAWINGS HAS BEEN POSTED. This procurement is UNRESTRICTED and the resultant contract will be acquired through Source Selection Procedures. Award will be based on best value to the Government considering the price and non-priced factors stated in the solicitation. The North American Industry Classification System (NAICS) code is 236220. The purpose of this acquisition is to successfully award a contract for the construction of the Mitscher Hall Expansion/Ethics Center/Jewish Chapels at the United States Naval Academy, Annapolis, MD. The work includes major repairs including replacement of finishes, mechanical, electrical, and plumbing systems to an existing two and one half story 53,900 sq. ft. building that houses a 700 person auditorium (used for theatrical performance, movies and lectures) classroom study areas, a chapel, exhibition gallery, and offices; and construction of a three story 42,700 sq. ft. addition that will house a Jewish temple, a social gathering hall, conference rooms, and a small court room. Both the existing structure and the addition are monumental in scale. The project is located within the US Naval Academy National Historic Landmark. Materials used in the project include those use in standard construction, as well as architectural stone, architectural precast concrete, cooper roofing, architectural glazing, and architectural metals. The scope of work includes but is not necessarily limited to hazardous materials abatement, selective demolition, site electrical and utilities, site civil and landscaping, structural work including drill pile foundation systems and composite steel frame, rehabilitation of existing doors, windows, and stone masonry, architectural work including monumental entry pavilion and interior stair, acoustical finishes for the auditorium, exterior and interior stone, exterior and interior glazing systems, and decorative metals, mechanical HVAC systems, electrical systems including power, lighting and telecommunications, and plumbing systems, and incidental related work. This project is fully designed and the estimated cost range is over $10 million. This acquisition will evaluate offerors considering the following criteria: Price, Technical factors and Past Performance, all being equal in importance. Technical Factor l, Relevant Experience, Technical Factor 2, Subcontractor Specialized Expertise, Technical Factor 3, Completion Schedule, Technical Factor 4, Management Plan. Specific information regarding the pre-proposal conference will be included in the solicitation. The solicitation will be issued on 11 June 2003. Proposals will be due on 11 July 2003 by 2:00PM EST at the office of Engineering Field Activity Chesapeake, 1314 Harwood Street, SE, Building 212, Washington Navy Yard, DC 20374. Submissions must be delivered to the mailroom on the first floor, date stamped and placed in the bid box. In accordance with Federal Acquisition Regulation 5.102(a)(7) availability of the solicitation will be limited to the electronic medium; the solicitation will be available for download via the Internet World Wide Web at http://esol.navfac.navy.mil. All prospective offerors and plan holders must register as Planholders on the website in order to receive a copy of the solicitation. The official planholder?s list will be maintained on and can be printed from the website. The Government will not provide hard copies (paper sets) or CD-ROM of the solicitation. Registering planholders must provide a complete name, address, phone number including area code, offeror type (prime contractor, subcontractor, supplier, etc.), e-mail address and type of business (large, small, small disadvantaged, women owned, etc.). Notification of any amendments to the solicitation will only be made on the website for any posted changes. It is the sole responsibility of the offeror to continually view the website for any amendments issued to the solicitation.
