- Description
- The Naval Research Laboratory (NRL) has a requirement for scientific, technical, and engineering support services that includes hardware and software system engineering, system analysis, component specification, and data collection and analysis. The contractor shall provide support in a variety of electronic warfare disciplines and related applications. This effort will focus on system research and development, software development (real-time digital signal processing, real time displays, and graphical user interface), radio frequency engineering and fabrication, assembly, integration and the testing of prototype electronic warfare systems. General design and development support (e.g. schematics, design documentation, user and operator manuals) and program management support will be required. The unique nature of this research requires access to NRL hardware, classified computing resources, and databases dictating that a major portion of the labor tasks be performed on-site at NRL. The contractor shall provide on a level-of-effort basis approximately 122,450 of scientific, technical, engineering, and administrative support hours for this five-year effort (approximately 24,490 support hours per year). A detailed statement of work will be issued with the solicitation. The Government anticipates an award of a Cost Plus Fixed Fee (CPFF) type contract. Access to classified information is not required for the purpose of submitting a proposal for this statement of work. However, prior to award of contract, the successful contractor will be required to have a Secret facility clearance, Secret storage capabilities, and personnel available with DoD granted personnel security clearances commensurate with level of access required for performance of contract. The period of performance for this effort is five years. The North American Industry Classification System (NAICS) is 541330. The small business size standard is $23M. The NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. All responsible sources may submit a proposal, which will be considered by the agency.
