Description
NAICS Code: 339111 The U.S. EPA intends to negotiate on a sole source basis with TSI, Inc., St. Paul, MN, for a low pressure cascade impactor to collect size fractionated fine particulate matter in 13 size fractions ranging from 10.26 micrometers to 0.030 micrometers aerodynamic diameter. This impactor for the ORD/NRMRL/APPCD in RTP, NC, is required for an experimental study which will utilize the impactor to determine the chemical composition of the particles by size. Specifically, organic compounds comprising the particles will be thermally desorbed at temperatures up to 300 degrees C and sent directly to a gas chromatograph-mas spectrometer (GC/MS) for identification and quantitation. Therefore, the required equipment must be capable of collecting the size-fractionated samples on substrates of a type (aluminum foil) and size (25 mm diameter). The U.S. EPA believes that only TSI can provide equipment which meets the above specifications. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm believing it can provide the required equipment may submit technical documentation to establish its assertion. The documentation must be submitted to the POC within 15 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 12. The anticipated award date is August 5, 2003. See numbered note 26.
