Description
National Imagery and Mapping Agency intends to negotiate an award on a sole source basis in accordance with FAR 6.302-1 with Z/I Imaging USA Inc., 61 Inverness Drive East, Suite 102 Englewood, CO 80112. Z/I Imaging USA Inc. will provide 10 days of training on basic photogrammetric concepts, detailed training on satellite orientation and IFSAR at IGM facilities in Quito, Ecuador. This requirement also includes 2 days of technical assessment prior to the beginning of class. The purpose of the training is to teach basic photogrammetric concepts, detailed training on satellite orientation of ISDM software, IKONOS and AERIAL, standard training of other Z/I applications and to enable customer to ingest IFSAR data into Z/I applications and manage through an optimal workflow. The description of the classes are the following: Orientations "Acro Triangulation": ISPM, ISMS, ISDM, Aerial Photos and Commercial Satellite Sensors, Data Preparation, Project parameters, Defining projections, Control/Camera file creation, Importing orientations, control points, photo measurements, Model/Strip creation, Copy/Delete components, Changing image paths, Epipolar imagery generation, Footprint viewer, Interior Orientation (plus auto interior), Relative Orientation, Absolute orientation, Single Photo Resection, Aerial triangulation, Bulk Orientations, Creating reports, Rational Functions, ZI Coordinate Systems Operations (ZICSO). On Site production workflow evaluation: Review of overall digital photogrammetry production workflow. Analysis of bottlenecks in IFSAR/DEM based production. Analysis of existing source formats. Analysis of intended outputs and products. Data Compilation: ISSD, ISFC, ISDC. Data Compilation for Line Maps (No GIS Conversion Training): Stereo Viewing "ISSD", Image Enhancement, Cursor definition, Windows arrangement, Importing orthos as backdrop. The use of 3D mouse, Cursor on surface option: Data collection "ISFC" Creating/Editing/Manipulating a feature table, Digitizing feature, Editing features elements/attributes, Assigning tags, Measure area distances: DTM collection "ISDC", Define Point Symbology, Create Pathways, Collect Pathways, Creating/ Merging Surfaces, Contour/Triangles generation, Editing. Orthophoto production: ISOP: Creating an ISOP project, Importing ISPM, project, Importing DTMs, Selecting output pixel size, Generating multi products, Orthoproduction parameters, Generation of orthos, Digital dodging, Creating seamlines, Assigning mosaic polygons, Mosaic parameters, Mosaic, Validating product, Measuring control points, Workflow with imported orthos. IFSAR/DEM based Stereo Compilation Training (Stereo Mate): DEM ingestion for ArcBIL "Band Interleaved by Line" and ASCII formats. Constructing BLW and HDR files. GeoTIFF image file ingestion into the Generate Stereo Mate application. Defining coordinate system for the BIL data. CSF file creation. Stereo Mate image creation and the associated OSM text file needed for ISSD. ISPM project creation. Stereo Model creation. Data Collection with ISFC. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. Vendors who believe they have this capability should respond in accordance with Numbered Note 22. The Government will not be responsible for any costs incurred in responding to this notice. Award is anticipated 15 days after publication of this notice.
