Description

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. This solicitation is issued as a request for quotes (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F2NEWS13751800. 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. 4. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. The NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE is 334515 and the SIZE STANDARD of 500 EMPLOYEES applies to this procurement. 5. Line item 0001: VON PRIMARY FAULT LOCATOR ARC REFLECTION SYSTEM MODEL XF25-1563v.2 WITH AUTO-RANGING SOFTWARE, FOR 120v, 50-500Hz INPUT IN ONE SELF CONTAINED UNIT MOUNTED ON AN ALUMINUM HANDTRUCK. THE THRUMPER CAN BE OPERATED AT 18kv 20mfd. 1563 JOULES OR 16kv 5 mfd.1563 JOULES. THE UNIT CAN BE OPERATED FROM ITS OWN 12 VOLT BATTERY, AN EXTERNAL 12 VOLT CAR OR TRUCK BATTERY, OR 120 VOLTS AC. THE COUPLER AND 320X240 PIXEL DIGITAL MEMORY RADAR WITH AUTO-RANGING SOFTWARE ARE BUILT INTO THE SYSTEM. THE IMPULSE CONTROL GAP AND ALL HIGH VOLTAGE SWITCHES ARE MOTOR OPERATED. THE 50ft HIGH VOLTAGE TEST LEAD IS TERMINATED IN A MALE MC CONNECTOR, quantity is ?1? unit of issue is ?each?. 6. FOB: Destination for delivery to 202 Red Horse Drive, Bldg 3769, Lackland AFB, TX 78236. Please include the proposed delivery time. 7. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition. 8. The evaluation will be based on total cost. 9. The clause at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. 10. The clause at FAR 52.212-4,Contract Terms and Conditions-Commercial Items, applies to this acquisition 11. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-42, Statement of Equivalent Rates for Federal Hires 52.222-48. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation.
