Description
This is a presolicitation notice for the National Institutes of Health (NIH) announcing the issuance of RFP No. 263-03-P(GK)-0059 for Extramural Activities Support Services IAW OMB Circular A-76 (Revised). Extramural Activities Support Services includes all management, supervision, administration, and labor to provide the Grants Management, Program, and Review support services to include administrative support for grants management and Research and Development contracts, administrative support for grants review and Research and Development contracts, and administrative support to program for grants and Research and Development contracts. The draft Performance Work Statement (PWS) and the final PWS with attachments were posted on the Federal Business Opportunities website on March 24th and April 22nd respectively under Reference No. ZG-RW.. This acquisition will comply with the OMB Circular A-76 either to the current or proposed revisions as applicable. The acquisition shall be for one (1) 12-month period with four (4) 12 month option periods. Therefore, the following schedule will be required for 2003. The RFP is released May 22, 2003. The written elements of the technical and cost proposal will be due on or about June 23, 2003. The Government may conduct oral presentations with offerors found to be in the competitive range from July 31 to August 8, 2003. The evaluation and cost comparison results will be announced by September 30, 2003. It is recognized that Circular A-76 requires very compressed proposal preparation schedules. A PRE-PROPOSAL CONFERENCE IS SCHEDULED FOR MAY 29, 2003 at 8:00 a.m. at 6001 Executive Boulevard, Bethesda, Maryland 20852, Conference Room A1 and A2. meetings. Prospective offerors who are interested in attending the preproposal conference should provide a notification of the intent to attend. The notification must include the name of your organization, primary contact person, the address, telephone number, e-mail address, and the number of representatives from your firm who will attend the conference. Notification should be directed to the e-mail address: <zgore@nih.gov> and must be received by 3:00 p.m. local time on Tuesday, May 27, 2003. Firms are requested to submit any questions to be answered at the preproposal conference by 3:00 p.m. local time on May 27, 2003. The applicable North American Industry Classification System (NAICS) code is 56110, Office Administrative Services, with a size standard of an average annual receipts of $6.0 M over the last 3 years. This requirement will be competed as a full and open competition. Prospective offerors are responsible for downloading the RFP and all attachments. The Government will not provide printed copies. It is the offerors responsibility to monitor the Fed Biz Opps web page for the release of the solicitation and any amendments. Additional information will not be provided under Reference No. ZG-RW, but under the RFP No. cited herein.
