Description
This is a pre-solicitation notice to elicit comments on the Draft Statement of Work (SOW) for security and protective services at the Artesia Federal Law Enforcement Training Center (FLETC). Please note that this is a draft SOW and can change when the solicitation is issued. Submiited comments will not be responded to separately, but will be reviewed for inclusion in the solicitation. All comments should be faxed to 505-748-8002 or emailed to cynthia.ybarra@dhs.gov no later than close of business on July 30, 2003. This procurement is a 100% set aside to Historically Underutilized Business Zone (HUBZone) businesses. These services include daily twenty-four hour per day protective services of federal property and personnel using mobile armed patrol services, entry/exit controls, traffic control, and dispatch and response to security incidences. The intended contract is expected to begin on 1 November 2003 through 30 September 2004 with four additional one-year option periods. The services will be performed at the Artesia FLETC in Artesia, New Mexico. The North American Identification Classification System (NAICS) code is 561612 with a size standard of $10.5 million average annual receipts. The successor Contractor will pay wages in accordance with the Collective Bargaining Agreement (CBA) between Basic Contracting Services and the Industrial Technical and Professional Employee?s Union (AFL-CIO). The solicitation is expected to be posted on http://www.eps.gov during late August through early September, 2003.
