- Description
- The Department of Homeland Security, Bureau of Customs and Border Protection, United States Border Patrol Air and Marine Operations Center is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation EFO-3-Q-0032 is being issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. A single award will be made. CLIN 0001: Furnish and install Cessna 182 Panel 1 each $__________ job. The US Border Patrol has a requirement to install avionics equipment on a Cessna 182 N94590. The Contractor shall perform the following: Remove existing ADF, transceiver/ antennas, indicators, DME 190 system, King KY196 comm system, King KN53 Nav system, King KLN90 GPS system, King KMA24 audio system and transponder system. Provide new pilot and copilot instrument panels and install Contractor furnished Century Autotrim and Century 2000 Autopilot and install adequate panel postlighting. Install the following Government furnished equipment: Garmin GMA-340 audio/ICS system, Garmin GNS-530 GPS/Nav/Com system, Garmin GTX-330 TIS Transponder system, JP Instruments EDM-700 Engine/fuel system and King KN-64 DME system. Install new metal panel. Reinstall one each King KY196 comm radio and King KN53 nav radio, clock and Hobbs meter. Return all used parts and equipment. The Contractor must be a FAA Repair Station. The cost shall include all parts, materials, and labor to perform this requirement. Department of Labor Wage Determination 1994-2057 (REV 32) dated 06/05/2003 applies. Performance shall be within one hour flight time from the USBP Air Operations, 1091 Airport Road, Imperial, CA 92251. Delivery shall be within 90 days after award of the contract. The provisions at FAR 15.212-1, Instructions to Offerors-Commercial, applies to this acquisition; FAR 12.212-2, Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation criteria is as follows: Award will be made to the most advantageous offer to the Government, price and other factors considered. OFFEROR SHALL INCLUDE A COMPLETED COPY OF THE PROVISIONS AT FAR 52.212-3, Offeror Representations and Certifications-Commercial Items along with the firm's DUNS number. Include a summation of labor hours by labor category with salary and costs. FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition with the following additional clauses: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and the following additional clauses apply to this acquisitions: 52.222-4, Contract Work Hours and Safety Standards Act - Overtime Compensation; FAR 52.222-26, Equal Opportunity (E.O. 11246); FAR 52.222-35, Affirmative Actions for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.222-41; Service Contract Act of 1965, as Amended; 52.222-49, Service Contract Act - Place of Performance Unknown (In paragraph (a) insert 3:30 PM El Paso, TX time 7/18/2003); 52.222-42 Statement of Equivalent Rates for Federal Hires: 52.222-42, In compliance with the Service Contract Act of 1965, as amended, and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.SD.C. 5341 or 5332.
