- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and written document will not be issued. DTCG38-03-Q-500003 is issued as a Request for Quotation (RFQ) and is set aside for small businesses. Applicable NAICS number is 336413; small business size standard is 1000 employees. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2001-14. Item 1: NSN 5120-00-540-2343, P/N D22020,(or commercial equivalent, see Performance Requirements below) AIRCRAFT LANDING GEAR JACK, 16 EA. Commercial Equivalents: Capacity: 5 Tons Min. Collapsed Height: 5.5 inches. Hydraulic Lift: 9 inches. Screw Extension: 3 inches. Reach: 5 inches. Length: 12 inches. Max Weight: 26 lbs. Item 2. NSN 1730-00-734-9382, P/N 2010-25, HYDRAULIC TRIP JACK 23 EA. Commercial Equivalents: Capacity: 3 Tons Min. Collapsed Height: 16 inches. Hydraulic Lift: 23 inches Max. Height: 39 inches. Max Weight: 110 lbs. Aircraft Jack Requirements: Performance: a. The jack shall operate under the following conditions: An internal pressure equal to 1-1/2 times the pressure at rated capacity without leakage. b. Maximum settling of 0.020 inch (0.51 mm) per ram per hour under rated capacity load. c. Raising vertically 150 percent of the rated capacity load. d. Withstanding a horizontal load equal to 15 percent of rated capacity while supporting a rated capacity load with the ram fully extended and the screw extension retracted. e. Operating at all temperatures ranging from -65?F to +130?F (-53 9?c to 54.4?C). f. Two hundred cycles of raising a rated capacity load and sixty cycles of raising a rated capacity load while being subjected to a horizontal load of 15 percent of rated capacity. g. Dust particles as encountered in desert areas. h. Exposure to salt fog or salt laden atmosphere. j. Operating in rain, snow, or bright sunlight. l. Interface properly and securely with the aircraft jack points. m. The hydraulic fluid system shall have overload protection capabilities. n. The hydraulic system shall be for operation with hydraulic fluid conforming to MIL-H-5606, MIL-H-83282, or MIL-H-81019. p. The hydraulic system shall be provided with a device designed and located to bleed all entrapped air from the system. q. The jack shall be equipped with a self-contained, hand operated, hydraulic pumping system and shall also have provisions for connection to an external hydraulic pumping source when specified. Hydraulic hose shall conform to MS28759 and the hose shall have a female connector 43A13905, which will mate with the connector on the jack. r. The external leakage of the system shall not exceed 0.05 cc per hour at any pressure. Delivery is required 60 days ARO, early deliveries are acceptable. Packaging, packing and preservation shall be in accordance with best commercial practices to enable shipment to destination and transshipment to Coast Guard units without repackaging or incurring damage during shipment and handling. Items shall be individually packaged and labeled. Labeling shall include the appropriate NSN, Part Number, Nomenclature, Quantity, Purchase Order and Line Item Number. Labeling data shall be attached to the outside of the shipping container. Bar coding is not required. Quotes may be submitted Fob Origin or Destination. Items are to be delivered (accompanied by a Certificate of Conformance in the format specified in FAR 52.246-15) to U.S. Coast Guard Aircraft Repair & Supply Center, Bldg. 63, Elizabeth City, NC 27909-5001. Drawings are not available and cannot by furnished by U.S. Coast Guard. Closing date for receipt of quotes is 30 July 2003 4PM ESDT.
