Description
The Defense Information Systems Agency (DISA) hereby issues a Request for Information (RFI) to identify sources with innovative and cost effective solutions to satisfy a need for development, maintenance, and upgrade to the Readiness Applications Systems (RAS). This announcement is a RFI only, and not a Request for Proposal (RFP). This RFI is a request for interested parties who may be able to provide the required knowledge, maintenance, and development for the RAS to describe their capabilities in response to the requirements described below. Industry responses will be used by the government to assess feasibility, technical solutions, and acquisition approaches for RAS. The RAS must satisfy the security requirements in the DoD Directive 5200.28 Security Requirement for Automated Information Systems (AISs), Mar 1988; DoDI 5200.40, DoD Information Technology Security Certification and Accreditation Process (DITSCAP), 30 Dec 1997; DoD Directive 5220.22M National Industrial Security Program Operating Manual (NISPOM), Jan 1995; DISA Inst 630-230-19, Information Systems Security Program. Compliance with the Defense Information Infrastructure (DII) Common Operating Environment (COE) Integration and Runtime Specification (I&RTS) and compliance with Information Assurance as identified in the Presidential Decision Directive PDD-63 and other pertinent documents is required. Interested parties responding to this RFI are invited to prepare a white paper (10 page limit) and address suggestions to perform the tasks identified, NLT 31 July 2003. This RFI is issued solely for information and planning purposes. The Government does not intend to pay for information received in response to this RFI. The point of contact (POC) for technical issues is Lt Col Jimmy Jones, Chief Force Readiness Products Branch, at (703) 681-2631, jones9j@ncr.disa.mil. The POC for contractual issues is Ms. Charlotte Hunter, Contracting Officer, hunterc@ncr.disa.mil. Any questions regarding this RFI must be submitted via email to the appropriate email address. Responses to this RFI are to be sent to the contracting office at DISA/AQ/AQN/AQN2, 5111 Leesburg Pike, Skyline 5, Suite 900, Room 9162, Falls Church, VA 22041-3206 Attn: Charlotte Hunter and shall include an original and one (1) copy plus one (1) 3.5 high-density disk using MS Word 2000. Proprietary information shall be identified as such. All contractor personnel must possess a TOP SECRET clearance prior to task assignment. At least three (3) contract support staff must be Sensitive Compartmented Information (SCI) eligible. Responses to this RFI must include: 1. The name, title, address, telephone number, and email address of your point(s) of contact. 2. Description of capabilities for each task area and sub bullets below. 3. Your company's business size, including applicable North American Industry Classification System (NAICS) code(s), and SWOB, 8(a), HBCU, HUB Zone, American Indian and Veteran owned business qualifiers. 4. A list of three (3) references (with point of contact and telephone number). 5. Current Capability Maturity Model Level for software development. The Force Readiness Products Branch (APC14) develops and maintains a variety of readiness application support systems in support of the Joint Staff (JS). The RAS project consists of the Global Status of Resources and Training System (GSORTS), Status of Resources and Training System (SORTS), Readiness Assessment System (RAS) Output Tool (RAS OT), RAS Input Tool (RAS IT), and Global Online Marine Edit and Report System (GOMERS). GSORTS is a mission application of the Global Command and Control System (GCCS) that provides access to the SORTS Joint database. The SORTS is an information management system within the Department of Defense (DoD) that provides the Secretary of Defense and the JS with authoritative information on the identification, location, resources, and readiness of U.S. Armed Forces units. It provides unit readiness and force status information to the National Military Command System (NMCS). This readiness application system also provides information to the JS and combatant commands necessary for the command and control of U.S. military units in all operational environments. Prior knowledge of and experience with the Joint Reporting Structure and GSORTS/SORTS is critical to the success of the program. Responses shall contain a description of the contractor's prior experience and performance in technical aspects relevant to the Joint Reporting Structure and GSORTS/SORTS. Management and technical areas for support are: A. Program Management (PM) support - Describe knowledge and experience in the following areas: 1. Program/project management within the readiness community exploiting existing program interfaces and system independencies 2. Joint Readiness reporting, and analytical and informational requirements 3. Peer Reviews at multiple levels and technical knowledge to ensure the development team is employing sound and practical software engineering practices. 4. Preparation of required release, support, and analytical documentation B. System Administration (SA) support: Describe knowledge and experience in the following areas: 1. Technical and analytical support for RAS applications to include maintenance, error correction, software updates, and technical assistance for SUN Solaris, NT/Windows 2000 Operating Systems, Oracle and Sybase RDBMS, VCTS/IAVA processes, and communications software 2. Joint and Service GSORTS reporting formats and their data conditions to effectively maintain, debug, test, and correct GSORTS logical system edits and data field validations C. Software Engineering (SE) support: Describe knowledge and experience in the following areas: 1. Analysis of computer systems, protocols, computer operations, programming and data base structuring and management, web portals, and evaluation of computer test plans and procedures 2. Translate user automation requirements into hardware, software, and communications requirements and solutions 3. SUN Solaris, NT/Windows 2000 Operating Systems, Oracle and Sybase DBMS, OLTP, and communications software 4. Knowledge of the Joint Reporting Structure (JRS) as it pertains to RAS 5. Knowledge of the RAS application software segments 6. Use of software engineering tools D. Database System (DBS) Operator support: Describe knowledge and experience in the following areas: 1. Database administration support to GSORTS operations 2. SORTS Historical Database (HISTDB) development/administration capability 3. Current configuration of the NMCC Automated Message Handling System (AMHS) 4. Overall architecture of the AMHS 5. Message filter profiler on the NMCC AMHS 6. Developing and implementing client databases within GCCS 7. Supporting and maintaining Sybase and Oracle RDBMS fielded in GCCS and providing technical support and assistance to field representatives on interfaces to the SMDB Oracle RDBMS 8. Creating database segments using the latest Oracle 8 release for Solaris and NT/W2K platforms E. Configuration Management (CM) support: Describe knowledge and experience in the following areas: 1. IEEE/EIA 12207 Information Technology (IT) Software Life Cycle Processes 2. GSORTS Problem Report (PR) System 3. POLYTRON Version Control System (PVCS) 4. Identifying, defining, and base lining configuration items for software 5. Controlling modifications and releases of the configuration items 6. Recording and reporting the status of the configuration items and modification requests F. Testing support: Describe knowledge and experience in the following areas: 1. Unit Testing 2. System Integration Testing 3. System Acceptance and Operational Testing 4. DII COE Compliance and Security Testing 5. Use of Software Testing Tools 6. Generating Test Plans, Reports, and Descriptions G. Release Process: Describe knowledge and experience in the following areas: 1. Segmentation in accordance with DII COE Standards and Specifications 2. Segment documentation generation H. Engineering Support: Describe knowledge and experience in the following areas: 1. How the RAS applications work alone and together 2. GSORTS Operations and Database support 3. GCCS GSORTS and RAS support
