Description
The Defense Information Systems Agency (DISA), is issuing the following synopsis in order to provide answers to questions submitted by industry in response to the DRAFT REQUEST FOR PROPOSAL (RFP) for its Coalition and Advanced Information Technology Integration and Operations acquisition. The draft RFP was issued on 2 June 2003 under solicitation number, DCA100-03-R-4020DRAFTRFP. Please access the attachment to this synopsis for the listing of questions and answers. This acquisition supports the Advanced Information Technology Services ? Joint Program Office (AITS-JPO) whose mission is to facilitate the rapid transfer of advanced information technology from the research and experimentation stage through pilot operations and deployment to full-scale implementation within the Defense Information Infrastructure (DII). This competitive solicitation also provides support for the Defense Information System Network-Leading Edge Services (DISN-LES) asynchronous Transfer Mode (ATM) network. The AITS-JPO is a cooperative effort with the Defense Advanced Research Projects Agency (DARPA); the Joint Staff Director for Command, Control, Communications, and Computers (JS/J6); and the Defense Information Systems Agency (DISA). The Government intends to award a Small Business Set-Aside (SBSA) contract for an initial 12-month period, with four (4) one-year options. In addition, two (2) one-year incentive award term periods are possible. If all options are exercised and award term periods granted, the period of performance will be seven (7) years. The applicable North American Industry Classification System (NAICS) code is 517110, Wired Telecommunications Carriers, which replaced 513310. This NAICS has a size standard of 1,500 employees. Offerors will be evaluated on the basis of their past performance, personnel qualifications and experience, quality and management structure and proposed costs.
