- Description
- The contractor shall furnish the necessary personnel, equipment, labor, materials, transportation, office space, and related support facilities to perform the services described herein. The services provided consist of performing the surveys, analysis, design, construction drawings, quantity calculations, and specifications for a multiple purpose structure to be built in the East Fork of the Grand River Watershed on Gooseberry Creek approximately three (3) miles east and one (1) mile north of Mount Ayr, Iowa in Ringgold County. The embankment will be constructed of compacted earthfill. The work will include hydrologic analysis, hydraulic proportioning, foundation investigation and evaluation, embankment evaluation, auxiliary spillway cut slope evaluation, structural design, preparation of detailed plans and specifications, and computation of quantities and a cost estimate. The contract will consist of the following phases: Phase I - DEVELOPMENT OF DATA BASE ? Field surveys and mapping ? Subsurface investigation ? Field sampling and laboratory testing and analyses ? Preparation of geology report ? Preparation of soil mechanics report including analysis of slope stability, seepage and settlement ? Identification of borrow sources ? Collection of basic hydrologic data and parameters Phase II - PRELIMINARY DESIGN ? Hydraulic proportioning ? Breach inundation mapping ? Stream flow diversion plan ? Preliminary drawings, specifications, quantities, and cost estimate Phase III - PROJECT PLAN MAP ? Develop project plan map Phase IV - FINAL DESIGN ? Prepare final design ? Prepare final structural design and details ? Prepare final drawings and specifications ? Prepare final quantities, cost estimate, and construction schedule Phase V - SERVICES DURING CONSTRUCTION ? Provide consultative services to the contracting officer during construction. Firms will be evaluated on the following factors: 1) Professional qualifications necessary for satisfactory performance of the required services. Evaluation will be based on personnel selected to perform the proposed work, including specialized technical skills, project coordination, management skills, and experience working together as a team. 2) Specialized experience and technical competence in the type of work required. Evaluation will be based on experience related to preparation of preliminary and final designs, specifications, and drawings for the type of work required. 3) Capacity to accomplish the work in the required performance time. Evaluation will be based on volume and nature of present workload as it relates to the ability to perform the required work and the availability of additional contractor personnel or consultants to support expansion or acceleration of the work. 4) Past performance on contracts with federal, state, and local agencies and private industry. Evaluation will be based on the quality, as demonstrated by sound technical knowledge and judgment, and timeliness of performance under previous contracts. Interested and qualified firms should submit a completed SF-254 and SF-255 to this office no later than August 15, 2003. Four (4) copies of all materials shall be submitted. Only firms responding by this date will be considered for selection.
