Description
The National Oceanic and Atmospheric Administration (NOAA), Coast Services Center, Charleston, South Carolina is issuing notice of intent to negotiate a sole source procurement with Sea Island Software, Inc. to develop an Inland Flooding Operational Module for the HURREVAC Model, which is a product of the Hurricane Evacuation Studies conducted in every U.S. coastal state and territory. Developed by FEMA, USACE, and NWS, HURREVAC is a restricted-use program used by federal, state, and local government emergency managers to track hurricanes to assist in decision-making for their communities. The Inland Flooding Operational Module shall be developed to help reduce risks from tropical cyclone induced inland flooding. The contractor shall develop an end product that shall be an operational module for two hurricane prone states, Florida and North Carolina, and shall be available to all HURREVAC users. Because this module is an expansion of an existing Sea Island Software production, they are in a unique position to provide a more efficient and cost effective module necessary to provide federal, state, and local government emergency management agencies with information needed to make operational decisions to lessen impacts of inland flooding associated with tropical cyclones. The statutory authority for other than full and open competition is 41 USC (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by July 28, 2003. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
