Description
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Protected Resources Division is issuing notice of intent to negotiate a sole source procurement with Dr. Weiming Li of Michigan State University to conduct a study on the impact of contaminants on Atlantic salmon smolt. The goal for this study is to provide an assessment of the impact PCB's have on Atlantic salmon smolt and parr in Northeast streams, and to investigate the feasibility of developing a biomarker for exposure to Velpar in Atlantic salmon. The Contractor shall provide the following tasks: (1) Estimate the potential exposure of Atlantic salmon from Dennys River to environmental contaminants; (2) Develop an assay for brook trout CYP1A mRNA in anticipation that brook trout samples will be collected as a surrogate indicate for Atlantic salmon exposure to contaminants; (3) Develop a molecular marker for exposure of Atlantic salmon to Velpar. In order for this research to be successful, it is essential that the information be gathered through non-lethal sampling. The proposed effort is a continuation of a previous study effort conducted by Michigan State wherein innovative non-lethal methodology and techniques were developed and implemented with successful results. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by July 29, 2003. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
