- Description
- Under the authority of the Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau (USCB) intends to award a contract to Mr. Howard Beattie for services in support of the USCB?s Field Division. The Contractor shall develop case studies for streamlining the space, logistics, human capital and administrative support operations for decennial tests and censuses. The Contractor shall develop handbooks for opening and equipping the Local Census Offices as well as a Property Control Handbook to be used in the Local Census Offices for control, distribution, delivery, recovery, and disposition of accountable property, including sensitive equipment which will be used to collect data during the nonresponse followup operations for the decennial and test censuses. The Contractor shall prepare, review and/or provide expert assistance in the development of milestones and key dates for planning and implementing decennial and test census for space, logistics, and administrative operations. The Contractor shall also provide expert assistance in the development of decennial census field operations plans and cost estimates for specific components for space, logistics, and administrative operations. The contractor shall assist in the planning, preparation and development of Field Division?s organizational structure, assist in the development of management training and staffing plans and national recruiting and pay rate planning, strategies, and national recruiting partnerships. The Modeling and Analysis Branch of Field Division has an urgent need for a Contractor with extensive expertise and experience in census program management and administration. Mr. Howard Beattie is recognized as an expert in the administrative field with more than 30 years of uniquely comprehensive knowledge and experience in planning, managing and implementing a myriad of administrative program requirements and systems in the Field Division?s headquarters and decentralized offices established to conduct the Decennial Census of Population and Housing. Any contractor responding to this notice must show clear and convincing evidence that they are capable of performing this work. In doing so, interested sources must submit technical capabilities, a cost estimate, and other information that clearly demonstrates their ability to meet the Census Bureau?s needs. No solicitation document is available. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued to Mr. Beattie without further notice.
