- Description
- This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be used. This solicitation is issued as a Request for Quote E024860. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The SIC code for this acquisition is 8071 and the NAICS code is 62151. The Food and Drug Administration, OC intends to issue a purchase order on a sole source basis to Pathology Associates International for assisting in the FDA/CDRH Genomics Laboratory using differential display PCR, microarray hybridization and real-time PCR. Duties will include the following tasks. Task 1 ? Organize and maintain the laboratory. Task 2 ? Order materials and supplies for use in the project such as reagents, signaling dyes, buffers, primers, test arrays, oligonucleotide probes and other products to be used in the project. Task 3 ? Perform experiments as directed, including but not limited to culturing cells, isolating and labeling RNA, quantization RNA using real-time PCR, preparing differential c-DNA displays, isolating and identifying genes, coating slides, printing oligonucleotide microarrays, identifying differentially expressed genes by microarray hybridization, and evaluating data. Task 4 ? Maintain records of experiments. Task 5 ? Prepare data presentations for meetings. The laboratory notebook containing project data shall be submitted to the project office at the conclusion of the project. Work is to begin on August 1, 2003 and conclude July 31, 2004. The government at the Center will furnish all equipment, research materials and facilities. The skill and ability of the individuals associated with the project must be at a complex level to ensure project success. It is essential that the supplier selected be able to provide immediate access to highly specialized molecular technologies. The following FAR Clauses shall apply to this solicitation: FAR Part 52.212-1 Instructions to Offers-Commercial; 52.213-4 Contract Terms and Conditions-Commercial Items; and 52.213-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items; and 52.232-33 Electronic Funds Transfers. All responsible sources that can provide the above requirement shall submit written quotations by mail or fax 301/827-7103. The above mentioned location is the only company known that can provide the battery of state-of-the-art technologies and the well-trained individuals to employ them, and are uniquely capable of fulfilling the project requirements within the period of performance with no interruption of laboratory processes. FDA intends to make award on a sole source basis using Simplified Acquisition procedures.
