Description
The Program Support Center has a requirement for the Office on Womens Health (OWH) to (1) develop and evaluate or (2) evaluate e-health databases in efforts to recruit minorities into clinical trials and research studies at the National Centers of Excellence in Womens Health (CoEs) and the National Community Centers of Excellence in Women?s Health (CCoEs). The Government intends to compete this requirement between the 13 CoEs (i.e. Boston University; University of California, Los Angeles; University of California, San Francisco; Harvard University; University of Illinois, Chicago; Indiana University; Magee Women?s Hospital, University of Pittsburgh; MCP Hahnemann University, d/b/a Drexel University; University of Michigan; University of Puerto Rico; Tulane and Xavier Universities; University of Washington, Seattle; and University of Wisconsin, Madison) and the 12 CCoEs (i.e. Christiana Care Health System; Griffin Hospital; Hennepin County Department of Primary Care; Jefferson Health System; Kokua Kalihi Valley Comprehensive Family Services; Mariposa Community Health Center; Morton Plant Hospital; Northeastern Vermont Area Health Education Center; Northeast Missouri Health Council, Inc; NorthEast Ohio Neighborhood Health Services, Inc.; St. Barnabas Hospital and Healthcare System; and Women?s Health Services). The CoEs and CCoEs were designed to fill a critical need for the provision of five key components in the provision of state-of-the-art, comprehensive health care for women, including the development of a multidisciplinary research agenda on women?s health issues. There is evidence that the CoE and CCoE programs are having an impact on expanding the knowledge base on womens health by increasing womens, especially minority womens, participation in clinical trials and research studies. The awardees shall either (1) develop a methodology unique to their setting and design a clinical database to assist in recruiting minority patients into clinical trials and research studies, particularly those focused on cardiovascular disease, diabetes/obesity, cancer and HIV/AIDS; and evaluate such methodology or (2) evaluate an already established clinical databases effectiveness in the recruitment of minority patients into clinical trials and research studies, particularly those focused on cardiovascular disease, diabetes/obesity, cancer and HIV/AIDS. The Government intends to limit competition to the stated CoEs and CCoEs under the authority of FAR 13.106-1(b) and to make multiple awards, not to exceed five awards. Awards shall be made utilizing FAR Part 13, Simplified Acquisition Procedures. The period of performance is one year from September 30, 2003 to September 29, 2004. Interested organizations may identify in writing their interest and capability to respond to the requirement and submit capability statements. Information received will be reviewed and considered solely for the purpose of determining whether to expand the competitive field. All responses are due 15 days after the date of publication. A determination by the Government not to extend the competitive field is solely within the discretion of the Government. No solicitation will be posted for this synopsis.
