- Description
- The Substance Abuse and Mental Health Services Administration (DHHS), through the Program Support Center, intends to negotiate a sole-source award with the American Psychological Association, Washington, DC. Purpose: The Substance Abuse and Mental Health Services Administration (SAMHSA) was created in 1992 to work in partnership with States to improve prevention, treatment and rehabilitation services for individuals with mental illness and substance use disorders. With the national shift to managed care delivery systems, SAMHSA is focusing resources to work with States, counties, community providers, family members and consumers to ensure effective, comprehensive and nondiscriminatory mental health and substance abuse managed care services. The responsibilities assigned to CMHS by the PHS Act include evaluating the organization and financing of care of mental health service systems. The Office of the Associate Director for Organization and Financing (ADOF) serves as the Center?s lead for the direction and coordination of activities involving the organization and financing of mental health services, including managed care. These activities include data collection and analysis, cost estimation, services evaluation, cost-effectiveness analysis, policy assessment, and technical assistance. In addition, ADOF handles projects and activities assigned to CMHS under the SAMHSA managed care initiative and coordinates managed care activities within CMHS. A particular need for ADOF related to these areas is to identify information needs of MH providers and to effectively disseminate information that it develops to such providers. The primary purpose of requirement is to provide technical assistance and educational materials concerning ADOF and SAMHSA-generated information on mental health services to the membership of the American Psychological Association (APA). Since it is the membership of APA that is the target of these activities, APA is the appropriate choice to ensure that these activities do not duplicate related efforts and that materials and training are coordinated with other services that APA provides for its membership. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 7 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
