Description

NA The US Army Corps of Engineers, Little Rock District, plans to issue a Request for Proposal (RFP) to rehabilitate up to eight hydraulic turbines and speed increasing gearboxes at the Ozark (Arkansas) and Webbers Falls (Oklahoma) Powerhouses subject to rece ipt of funds. The work includes replacement of the existing 8.0 m (315 inch) diameter, 23 MW capacity slant axis Kaplan turbine runners, repairing speed increasing gearboxes, field work and other appurtenances. It is planned that rehabilitation work at Ozark (5 units) will be non-optional and rehabilitation work at Webbers Falls (3 units) will be optional (subject to availability of funding). This will be a two-stage Request for Proposals. In the first stage, the responders turbine design and manufactu ring capability and experience will be evaluated (no pricing submitted with first stage). In the second stage, three to five contractors will be selected to provide a complete detailed proposal including design information and a finite element analysis sh owing efficiency, reliability, etc. of the new design. This will be a Best Value acquisition with the evaluation factors including the following: technical merit, prior experience in such projects, turbine efficiency, reliability, and cost. The estimate d design and installation cost of this project is more than $10 million. Only those firms with the capability to manufacture turbines of this size need register for the solicitation at https://ebs.swl.usace.army.mil. No copies will be supplied to plans r ooms. The NAICS code is 333611 with a size standard of 1000 employees. This acquisition is unrestricted. Solicitation will be issued on CD-Rom. The solicitation will not be available in paper format; however, the Government reserves the right to reve rt to paper medium when determined to be in the Governments best interest. All documents required for the offer submittal, including amendments to the offer submittal, shall be in paper medium. Electronic medium for submittal of offer will not be allowed . Solicitation will be available on or about August 13, 2003. Stage-One Proposals will be due on or about September 10, 2003.
