Description
The Naval Air Warfare Center Weapons Division, China Lake intends to acquire repair and refurbishment of approximately 300 Sidewinder Guidance and Control Section Optical Gyro Subassemblies (MPB Part no 880031-811) from Timken Super Precision, Keene, NH on an other than full and open competition basis. Timken (formerly Miniature Precision Bearings) is the original manufacturer of the Gyro Subassemblies for Sidewinder; therefore they possess the specialized knowledge, tooling, parts, and optical and measuring test equipment necessary to affect the repair and refurbishment work required. Work involves qualification and replacement of miniature precision bearings which meet existing specifications; delicate selective fit operations, selective positioning and press fitting items with 0.0001 of an inch in tolerance; maintaining angular alignment of the optical assemblers to within on second of arch; optical painting and verification of the optical quality and reflexivity (in the inferred range) of the resulting range requiring specialized measuring equipment; also optical alignment checks on the finished upgraded and repaired parts, which requires specialized optical test equipment. The solicitation will be issued on or about 29 July 2003 and will be available through the 2.0 Contracts Competency homepage at: https://contracts.nawcwd.navy.mil/rfp-nawc.htm. The work involves access to classified material, therefore the contractor shall be required to have and maintain proper facility and personnel clearances up to the confidential level. The government contemplates award of a Firm Fixed Price type of contract for this effort. Responsible sources with proper clearances may identify their interest and capability to perform the requirement or submit a proposal, which shall be received within 45 days from date of publication of this synopsis to be considered by the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete the requirement, based on responses received, is solely within the discretion of the Government. Sources are required to provide the contract office with its level of facility clearance, current mailing address, point of contact and telephone number. Send to the attention of Linda Long at Linda.l.long@navy.mil. See Notes 22 and 26
