Description
DFAS intends to award a competitive firm-fixed price contract for the rehosting of the MOCAS system to execute using a Defense Information System Agency (DISA) Standard Operating Environment (SOE) compliant Relational Database Management System (RDBMS). The rehosted system shall reside on a Government provided Amdahl Millennium GS-765 mainframe running an OS/390 operating system. All current MOCAS functionality of both the system and system interfaces shall be maintained for the rehosted MOCAS system. All source code, executable object and development products or programs for the rehosted MOCAS system and complete system documentation shall be delivered to the Government. The contractor shall ensure that the rehosted MOCAS has one-hundred percent (100%) of the functionality of the as-is MOCAS system, prior to its installation for Government Testing. The contractor shall deliver the Extraction, Translation, and Loading (ET&L) migration programs. The contractor shall also, using the ET&L programs, migrate the data from the As-Is MOCAS databases to the rehosted MOCAS. The contractor shall perform all development, testing and installation work on-site at Defense Supply Center Columbus, Columbus, Ohio. All contractor personnel shall have a favorable Security determination of requisite investigation in accordance with the Department of Defense Personnel Security Program and will need to be granted access to the level of ADP/AIS II as a minimum. The RFP will include firm-fixed priced contract options for one-year of post-deployment, repair support and five , one-year options for software licenses necessary for contractor- purchased software. The Request For Proposal (RFP) release notification will be posted on FedBizOpps. At that time, interested businesses will be able to access the RFP at www.dfas.mil and a closing date will be announced. Interested businesses may also obtain a copy of the RFP by sending an e-mail to Bill Gladski at the address below, that includes the name of the business with full postal mailing address and e-mail, phone and fax numbers for the business?s point of contact. The RFP will be mailed to those interested offerors within 5 calendar days of the receipt of the email. The Government will not pay for any effort expended in responding to this notice. The North American Industry Classification System code for this acquisition is 541511.
