- The Environmental Protection Agency (EPA) has a requirement to = provide analytical support in evaluating the energy, economic, techno= logical, financial, social, human health, environmental, and ecologic= al effects of existing and potential future Government policies and r= egulations. Additional logistical support in developing tools, materi= als, and forums to communicate the potential effects of changes in Go= vernment policy will be required. EPA anticipates the award of three = (3) cost-plus-fixed-fee, level, of effort type contracts consisting o= f a base period of twelve (12) months, with four (4) additional twelv= e-month option periods. The total duration of the proposed contracts = are sixty (60) months. The EPA intends to make three (3) contract awa= rds under this solicitation. =20 Two (2) of the awards will be processed as full and open competition = (FAOC) and one (1) award will be processed as a small business-set a= side (SBSA). The two FAOC contracts will consist of 16,162 labor ho= urs per contract for each period for a total contract maximum of 80,8= 10 labor hours. The SBSA will consist of 3,240 labor hours for each = period for a total contract maximum of 16,200 labor hours. The associ= ated NAICS code is 541620 with a size standard of $6 million in avera= ge annual receipts over the preceding three fiscal years. This is an = invitation to participate in a pre-solicitation conference. The purpo= se of the conference is to provide background information concerning = the draft Statement of Work (SOW) to potential offerors and to create= an open forum for discussions concerning the objectives of the proje= ct.=20 All questions should be directly related to the DRAFT SOW, technical = evaluation criteria or Conflict of Interest. There will be no discuss= ion of budget at the conference or any other subject matter that does= not directly pertain to the DRAFT SOW, technical evaluation criteria= , or Conflict of Interest. A draft statement of work and technical = evaluation criteria are available at http://www.epa.gov/oam/rtp_cmd.= A copy of the Conflict of Interest (COI) related clauses, provision= s, and representations and certifications are posted on the Internet = for information purposes at http://www.epa.gov/oam/rtp_cmd. The co= nference will be held on June 19, 2003 from 1:00 PM to 3:00 PM in the= Washington D.C. area. =20 Specific location information will be provided upon your confirmation= of attendance to the conference, which must occur by COB on June 12 = via email to Valerie Graves at graves.valerie@epa.gov. Please limit = conference attendance to two (2) individuals that best represent your= team. Any questions and/or comments that you would prefer not to di= scuss in a group format due to proprietary reasons should be submitte= d in writing to Valerie Graves via email not later than June 12, 2003= and explicitly labeled "proprietary". EPA handling of such question= s/comments and subsequent responses will be handled in accordance wit= h normal agency procedures for protection of proprietary data. There= will be NO reimbursement for travel expenses related to participatio= n in the pre-solicitation conference. If you are not able to attend = you may still participate via conference call. Call-in information w= ill be provided upon your confirmation of your participation (limited= number of call in lines are available). =20 All responses to questions/comments concerning the DRAFT SOW discusse= d at the pre-solicitation conference and not deemed proprietary will = be compiled and distributed to all interested parties. The RFP will b= e issued approximately July 16, 2003, and proposals will be due appro= ximately thirty (30) calendar days after the RFP issuance date.
