- NA The Defense Contracting Command-Washington, on behalf of Headquarters, U.S. Army Materiel Command (HQAMC), is issuing this combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented wi th additional information included in this notice. This announcement is a request for quotes/proposals and constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is DASW01-03-T-HV W1. The North American Ind ustrial Classification System (NAICS) code is 511210, Application Software, Computer, Packaged. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13 as of 17 April 2003. The Statement of Work is as follows: 1.0 General Scope of Work. Headquarters Army Materiel Command (HQ AMC) requires the purchase of an automated HQ AMC Suspense Tracking System (STS) in order to facilitate information and workflow management to more effectively provide timely advice and re commendations to the Command Group. The primary users will be the SGS Staff Action Control Officers, Chief of Staff, Deputy Commanding General, and G-Staff (major and separate offices) executive officers and the secondary users will be the G-Staff designa ted action officers for each suspense requirement. This effort will consist of project management, development, customization, installation, implementation, training, and maintenance. The Deputy Commanding General (DCG) directed to standardize various HQ AMC suspense tracking systems into a single centralized suspense tracking system, which would be compatible with the projected universal AKO system. 2.0 Background. There are many requests for assistance or requirements, either internally or externally initiated for completion by AMC. Suspense's exist that need to be tracked due to constraints on existing requirements. There are several STSs currently operating within HQ AMC that will need to be consolidated into one, single system in order to not only minimize operational and system administration costs, but to better manage all suspenses. MAGIC STS (web-based system owned and managed by the G3 functionally) a nd the Lotus Notes 4.6 STS (client-server based system owned and managed by the SGS functionally) are the 2 main systems that will need to be consolidated. The remaining home-grown systems utilize Microsoft Excel and Access, but are not being considered f or data migration. It has been determined that one year of data will be migrated, containing key elements, from the main systems which will be consolidated for historic reference and key open/pending active suspenses in the new system. Processing hardware will reside at HQAMC and be behind the HQAMC firewall and no external (outside of the .mil domain) hardware will be used. 3.0 Tasks. 3.1 Requirements/Performance Standards: The contractor shall develop, deliver, install and maintain a HQ AMC Suspense Tracking System for use by approximately 1100 personnel at 11 locations. This system shall possess the following minimum performance capa bility: 3.2 The system shall provide Command-wide organizational (Secretary of the Generalâs Staff Office for each Major Subordinate Command (MSC): HQAMC, AMCOM, CECOM, JMC, RDECOM, SBCCOM, TACOM, USASAC, Executive Officer for each Separate Reporting Activity SRAs-LOGSA, LOGISTIC LEADERSHIP CENTER, ISA, and EDCA) visibility. Visibility is defined as the ability for key action officers to generate and control suspenses while at the same time controlling access rights down to the field level (at least read-only permission) to suspenses for the remainder of the STS users. 3.3 The system shall be MS Windows-based. 3.4 The system shall be web-based, compatible with both IE 5.X and Netscape 4.7X or greater. 3.5 The system shall have advanced (Boolean) search capabilities interoperable with AKO standards. The system shall have ability to locate wor kflow items by case number, subject, tasking authority, due date, key words etc. (See 19 February 2003 Army CIO policy on AKO collaboration tools suite standards.) 3.6 The system shall be required to standardize various HQAMC suspense tracking systems to a single collaborative system fully integrated with Outlook (Outlook version 2000 or newer) e-mail. 3.7 The STS shall be Compatible with current hardware (Compaq multi-processor clustered and multi-processor non-clustered servers running Win NT/Win 2000). The desktops are at least 500 MHz Intel CPUs with at least 128 MG RAM. 3.8 The STS shall accept all documents in scanned or digital format. The documents will be stored in the document management system by the office initiating the suspense. 3.9 The STS shall integrate with current electronic document management system. The to be determined document management system will be SQL Server 2000 based. 3.10 The STS shall be interoperable with current AKO collaborative standards. See reference 7.1. 3.11 The STS shall be PKI-enabled to include electronic signatures / endorsements. 3.12 The STS shall have pop-up rules-based reminders. 3.13 The STS shall provide standardized reports (see deliverables) as well as ad-hoc reporting capability. 3.14 All application software shall be installed and operate on the HQAMC LAN. 3.15 The contractor shall coordinate any system administration/training support required in the implementation/deployment of the STS. Any ensuing upgrades/maintenance of the STS software shall be coordinated through the HQAMC G6. 3.16 All pre-defined / standard reports shall be created using COTS tools or application software's provided report generator. The report tools will not be proprietary. 3.17 The underlying database shall be Microsoft's Structured Query Language (SQL) 2000. 3.18 The STS shall have an adjustable timeout feature to automatically log the user out of the system. 3.19 The contractor shall provide the expertise to install, configure, test, and maintain all STS software. 3.20 STS software shall comply with applicable Information Assurance Vulnerability Alert (IAVA) program. See reference 7.2 for the main guidance. 3.21 The STS shall have the capability of licensing access for approximately 1100 users (including approximately 800 government civilian employees, 200 contractors and 100 military personnel) assuming 25% will be concurrent use. There are at most 2 users a t each of the MSCs and SRAs included in the approximately 1100 users stated above. 4.0 Deliverables. The contractor shall deliver and install the STS system as specified above to: HQAMC LAN within 30 working days of contract award. This delivery shall include the following actions: 4.1. The contractor shall migrate Lotus Notes suspense system Data to HQ AMC Suspense Tracking System Applications. Approximately 3000 historic records and 300-500 live (open/pending/hold) records shall be migrated within 30 days of contract award. 4.2. The contractor shall migrate non-Lotus Notes Data from other existing HQAMC STS applications. Approximately 5000 historic records and 1000-1500 live (open/pending/hold) records shall be migrated within 30 days of contract award. 4.3. The contractor shall provide CD(s) containing all software and documentation (in Word format) to be provided within 30 days of contract award. Include data table definitions (schema) used in any related database management software. 4.4. Reports and queries shall be provided showing all screen view, print-outs/files, individual suspenses by type (late, pending, closed, etc), lead office, tasking official, length of time pending, by subject available in chart/report formats. 4.5. Provide security capabilities in the new STS. Access shall be granted down to the field level as required. 4.6. A copy of the STS shall be installed on the classified network and all functionality will be equivale nt. 4.7. The contractor shall provide online/web-based training to include operation, workflow development/creation, query/report development/creation and system administration. System administration training shall be hands-on / instructor based to be pro vided for 2-4 personnel and end-user training will be provided to approximately 1100 personnel. System administration training shall be executed no later than 30 days from contract award. End-user training shall be available beginning 30 days from contra ct award. 4.8. The contractor shall provide on-call and site visits not to exceed 120 hours of service support during HQAMC regular business hours (0700-1800 hrs) Monday-Friday. The site visits shall be used, but not limited to, providing assistance in implement ing workflow management in HQAMC. The software shall be free of any defects as warranted by the vendor/contractor. 5.0 GFM. The Government will provide the data to be migrated in the format as required and may assist the contractor with data migration. The Government will provide server platform(s) to house the STS system on which the contractor shall install the STS system. 6.0 Other issues. The contractor will need a secret clearance in order to migrate the classified data to the new classified STS. Sensitive, but unclassified (SBU) data as well as For Official Use Only, or FOUO, is the highest level of classification fo r data on the unclassified network. 7.0 References. Base period is for one (1) year plus four (4) one year options for maintenance. A Best Value Approach will be used for the evaluation. The Government intends to make award without discussions, but reserves the right to hold discussions if necessary. The Government will award a contract resulting from this solicitation to the respons ible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Factor 1 and Factor 2 are of equal importance, each of which is more important than Factor 3. Factor 4 is less im portant than Factors 1,2 and 3, but remains a substantial factor to determine the best value. Adjectival Ratings for factors 1, 2 and 3 will include: Excellent, Good, Acceptable, Marginal and Unacceptable. Factor 4, Price, will not be adjectivally ra ted. Proposals will be evaluated based on the following factors: FACTOR 1. Key Personnel â This factor involves the level and ability of key staff members directly related in performing the tasks outlined in the Statement of Work to include, as a minimum, the adequacy of the offeror's technical organization and staffing, the level of demonstrate d experience, education, technical qualifications, the availability of the proposed personnel, the plans and ability to retain qualified personnel, and the adequacy of the plan to recruit qualified personnel. Contractors will submit resumes of key personn el that reflect the experience and qualifications consistent with their proposal. FACTOR 2. Technical Understanding of the Work: This factor involves the following key areas: A. (1) Web-enabled (2) Outlook Compatibility/Pop-Up reminders (3) Reports (4) Compatibilityw/digitization (5) Systems Support B. The technical demonstration shall be coordinated with the Government,Mr. Tim Wade, phone (703) 617-9426 to demonstrate the full operational/administrative functionality of the system being proposed. The duration of the demonstration shall not exceed one hour in length to include a question and answer period. The demonstration shall take place within four weeks of receipt of the proposals. These factors involve the degree to which th e offeror identifies those technical capabilities that will address the technical requirements in the Statement of Work. FACTOR 3. Past Performance: This factor involves the evaluation of the quality of the contractorâs past performance for services similar in scope and nature to this contracting effort. The contractor will be evaluated in the following past performa nce areas: similar size, scope, complexity of work, quality of service, timeliness of performance, cost control, and customer satisfaction. The Government may also evaluate information that is gathered independent of the contractorâs proposal to asses s past performance. The absence of past performance data will be given a neutral rating. The contractor shall submit the following performance data: (1) A list of the last three (3) similar technical support contracts and/or subcontracts completed within the last three years, and all related contracts and subcontracts currently in process. Contracts listed may include those entered into with Governme nt agencies or private sectors. If there is no contract history, experience of individuals may be substituted. (2) Information as to the quality, timeliness, customer satisfaction, business practices, and personnel management are all elements of past performance evaluation. (3) Include the following information for each contract and subcontract: - Project or contract title - Contract number and duration - Name and address of contracting activity - Name, phone/fax numbers for the Procurement Contracting Officer, Administrative Contracting Officer, and Contracting Officerâs Representative - Brief summary of services provided, to include any special problems or challenges, proposed and applied solutions, and results. FACTOR 4. Price. Not adjectivally rated. Before award can be made, contractors must be registered in the Central Contractor Registration (CCR), in accordance with DFARS 252.204-7004, Required Central Contractor Registration (can be found at www.acq.osd.mil/dp/dars/dfars.html). Price submissio n shall be under separate cover attachment. This solicitation will result in a single, Firm Fixed Price type award. An executed SF 1449 shall result in a binding contract without further action by either party. Your proposal shall include the company na me, address, telephone number, DUNS number, Tax Identification Number, technical description, breakout of all costs for base year (to include labor categories, hourly rates, hours and other direct costs â estimated Travel and ODCs are as follows: Tra vel - $2,700; ODCs-Material (Software, licenses)- $300,000; for all option years, proposed costs shall include maintenance only - (each option year is a 12-month period); business si ze in a completed copy of Representations and CertificationsâCommercial Items (FAR 52.212-3 ALT 1), and an acknowledgement of all amendments. The offeror agrees to hold firm the prices submitted in the proposal for 60 days from the date and time spec ified for receipt of proposals. The offer shall submit a statement of agreement with the terms and conditions included in this solicitation.
