Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Malcolm Chase, Middlebury, VT, under thie authority of FAR 13.106-1(b) using Simplified Acquisition Procuedures. The NAICS code is 541990, and the size standard is $6.0 million. The Contractor shall serve as one of two scienfific co-editors for scienfific editing and quality control for the Journal of Physical and Chemical Reference Data. The Journals's objective is to provide critical evaluated physical and chemical property data, fully evaluated and doucmented as to the original sources and criteria used for evaluation. (Tasks include collecting articles which are suitable for publication in the Journal of Phyical and Chemical Refernce data: providing for peer review of articles; choosing scientific experts for specific papers; providing a final review of resubmitted, revised manuscript; and coordinating editorial board exchanges via email, telephone fax and teleconferencing; soliciting suggestions on improvements, content and issues such as the electronic web version of the Journal. (Mr. Chase is uniquely qualified to perform this work as he has been the Chief Scienfitic Editor for the Journal of Physical and Reference Data for the past seven year. His is also the author of the best-selling manograph "JANAF" Thermo Chemical Tables", Which details recommended temperature-dependent values for chemical thermodynamic properties of inorganic and organic substances containing only one or two carbon atoms. The period of performance will be a 1 month base year, with one option year. The anticipated award date of this order is on or about July 25, 2004. This notice intent is not a request for competitive quotations. Interested persons may identify their capability to respond to the requirement no later than the response date above. A determination by the Govenment not to compete this proposed contract based upon response to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
