- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, Highlands, NJ, intends to procure an image analysis system plus associated analysis software, as follows: Main body of microscope meeting specifications of Nikon E600, 115V or equivalent; Nosepiece for above microscope; Precentered lamphouse (100w); Halogen bulb 12V/100w; CFI 10Xeyepiece field of vision 22mm; Tilting binocular plus beam splitter; Rectangular stage, low position controls; CFI Plan achromat 10X phase objective N.A. 0.25, W.D. 10.5mm or equivalent; CFI Plan achromat 20X phase objective N.A. 0.4, W.D. 1.3mm or equivalent; CFI Plan fluor 20X objective N.A. 0.50, W.D. 2.10mm Spring loaded or equivalent; CFI Plan Fluor 40X objective Spring loaded NA 0.75 W.D. 0.72 mm or equivalent; DIC nose piece slider for 20X; DIC nose piece slider for 40X; Universal system condenser; Universal condenser turret; Condenser dry top lens, N.A. 0.90, 2X-100X; DIC dry, NM module; Phase dry, PH-1 module; DIC rotatable polarizer, high transmission for E600/800/1000 or equivalent; DIC high transmission analyzer for DIC nosepiece; Centering, focusable, phase telescope for E series or equivalent; DXM1200 High resolution color digital camera or equivalent; 0.63X C-Mount Coupler (short version); Graphics/Imaging workstation; second copy for same site windows (serial #41N45000A); Power cord, grounded 3-wire. Installation shall be made by an authorized technical representative. The government intends to conduct an on-line competitive best value reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. Fed.Bid.com has developed an on-line anonymous, browser-based application to conduct the reverse auction. All functional specifications are provided on FedBid.com. The best value to the Government will be evaluated based on price. Participants will submit a series of quotes that descend in price during the specified period of time. All responsible sources may submit a quote/offer to the U.S. Department of Commerce using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data, or make an offer on line for this requirement. Offerors that are not currently registered to use FedBid.com Exchange should proceed to http://www.fedbid.com/selectvendor.jsp to complete their free registration. Offerors that require special considerations or assistance may contact FedBid Help Desk at 866-288-3535 or via email at ClientServices@FedBid.com. The Government is taking this action in an effort to improve vendor quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The reverse auction will start on WEDNESDAY, July 16, 2003 and end on THURSDAY, July 24, 2003.
