Description
SUBJECT: Electronic Data Management System (EDMS) Pilot for NETL Director?s Office. DESC: The U.S. Department of Energy?s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to STI Technologies Inc, Tulsa, OK for the project stated below. Statement of Work Electronic Data Management System (EDMS) Pilot for NETL Director?s Office 1.) A requirement exists to support an EDMS pilot project in the NETL Director?s Office for a period of 90 days. Support should include telephone help desk support as well as remote system administration. 2.) There is a need to track and report against the initial due date and any extension date. Currently if an action item is extended, the original date is lost within the database. This requirement would require adding at least two fields; one to capture the extension date (date field) and a second to capture the reason for the extension (text field). Reports will have to be updated to present the extension date information. 3.) Currently information items must be closed out after a defined period of time (~60 days). There is a requirement to have an information item expire after a defined time period. This would alleviate the need to close out the item but should still leave open the option of turning the information item into an action item during that time period. 4.) There is a requirement to move documents from FileNET directly in to GroupWise as a mail attachment without having to save the document as an intermediary step. Six people currently have this need at the Director?s Office level. 5.) There is a need to have the ability to modify the system in a non-production environment. In order to accomplish this requirement the FileNET developer license (already purchased by NETL) will need to be installed and configured in a manner which adequately represents the production environment. The non-production environment will be placed on equipment to be located in Morgantown or Pittsburgh. Installation and configuration will be coordinated with NETL?s ITD support services contractor, D. N. American. 6). Develop and present a plan to move the FileNet servers from SQL to Oracle. 7.) Provide help desk support for the Director?s Office EDMS pilot. This support is expected to be equivalent to 1 ? 3 hours per day. Document the end user issues and resolutions and present documentation on the process of closing out a ?HEAT Ticket?. Train Infodesk Personnel on the Pilot EDMS system. 8.) Perform FileNET server oversight and monitoring. Ensure the SQL back-ups have been performed. Monitor connectivity; ensure the system is running at an optimal level. Review the provided server back-up log. Develop a procedure to perform the necessary server oversight and monitoring activities. 9.) Provide emergency level support for the FileNET servers in the event of a catastrophic event. 10.) In addition to the network scanners, NETL will be purchasing smaller low duty cycle scanners for Mike Neese and Denise Huenefeld. We anticipate purchasing the current NETL standard HP scanners. An analysis of the NETL standard HP scanner in light of the EDMS environment is required. If the standard scanner will not work within the environment, a recommendation for a similar priced scanner is desired. The purchase of these scanners is not part of this effort. Additional clarification and requirement request: A. Regarding item 5 above: Please provide a list of hardware and software needed to implement this non-production environment. B. Regarding item 10 above: If available, provide a list of scanners certified to operate with FileNET. This is a sole source action for the purpose of DOE continuing the transition requirement for the National Energy Technology Laboratory (NETL) Director's Electric Data Management System project through the expertise of STI Technologies, Inc. who has the unique and proven resources required to conduct this critical project aimed at improved work flow and business processes. STI Technologies has knowledge of the currently deployed pilot project that is being advanced toward full deployment for NETL. They have thorough understanding of NETL?s business process of correspondence management as it relates to congressional inquiries and responses which is essential as is a current working knowledge of NETL's Director?s Office Tracking System. They also pocess an expert knowledge of FileNet's Content Manager/Business Process Manager/Forms Manager, expert knowledge of Novell's GroupWise, expert knowledge of Microsoft SQL, working knowledge of Oracle database, and expert knowledge of related programming applications/languages to accomplish this task. This purchase order is being issued to STI Technologies Inc because the vendor is uniquely qualified to conduct the projects: STI Technologies has the resources and the experience in DoD 5015.2 deployments within the federal government as well as current working knowledge of NETL's network architecture and cyber security program. In addition, STI Technologies has exhibited the ability to work with multiple sites as well as interface with both federal and contractor employees. STI Technologies displays unique talents for this project unavailable in other sources in the time frames required. Because of these capabilities, STI Technologies can launch their efforts immediately upon award of the contract and would not be delayed by a need for project review and/or study process. Their familiarity with the work processes and technologies involved provides them with opportunities unavailable to other sources and makes STI Technologies uniquely qualified to complete this urgently needed task. This request is considered to be sole source to STI Technologies Inc. Therefore, no solicitation will result from this announcement.
