Description
NOTICE OF PROPOSED CONTRACT ACTION. It is the Government's intent to negotiate a FAR Part 15 award on a sole source basis with EADS Telecom North America, Addison, Texas for a Royal Saudi Air Force (RSAF) Mobile Communications Network Upgrade requirement. The existing mobile communications equipment was manufactured by European Aeronautic Defense and Space Company (EADS) of France and uses the EADS proprietary data encryption technique. RSAF plans to extend the existing EADS system (MATRACOM 9600 Mobile Communications System) used for voice and data communications. The system upgrade will use Commercial-Off-The-Shelf (COTS) equipment operating in 440 MHz-490 MHz frequency band. The end-to-end encrypted Mobile Communications Network [1] shall consist of a Secondary Switch and Base Stations compliant with TETRAPOL standard. All equipment [2] shall be fully digital, end-to-end encrypted, and interoperable with the existing MATRACOM 9600 Digital Trunking Radio System provided by EADS. The system design [3] shall be based on NDI COTS equipment. All mobile, handheld, base station and switch equipment [4] shall be modular construction using solid-state components. ESC intends to purchase 1 base station/secondary switch, 39 mobile radios, and 132 hand held radios. The Government believes that EADS Telecom North America is the only qualified source that can quickly provide the radios that meet all the threshold requirements outlined in the Systems Requirements Document (SRD). Statutory authority is 10 USC 2304 (c)(1) as implemented by FAR 6.302-1(a)(2)(i): "only one responsible source". This notice does not constitute an RFP nor should it be construed as a Government commitment. It does not restrict the Government as to the ultimate acquisition approach. Offerors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government.
