- Notice of Contract Action: This announcement is to notify all interested parties that Space and Missile Systems Center (SMC) Detachment 12, Rocket Systems Launch Program anticipates releasing a competitive solicitation, F04701-03-R-0207 on or about 04 Aug 03. A Firm Fixed Price contract is anticipated with a performance period through Sep 2004. The purpose of the contract will be for launch facility and support for a Western Range Minotaur space launch with an option to support a second Minotaur launch within 45 days of the first launch. The required support will entail launch services support, logistics support, support services and facility engineering and utilization to support the launch. Proposals will be due 30 days after the solicitation release date. The solicitation and all associated documents will be available for viewing on the FedBizOpps website, http//www.fedbizopps.gov. Offerors responding to this announcement must monitor the website for potential changes to the acquisition. The North American Industry Classification (NAICS) code is 541330, size standard $4.0M. SECURITY REQUIREMENTS (for any resulting solicitation): This effort will require access to and processing of classified information up to and including Secret. A facility clearance will also be required. To be eligible to receive an award resulting from this solicitation the contractor must be registered with the Central Contractor Registration (CCR) database, NO EXCEPTIONS. In order to register, apply through the internet at http://www.ccr.gov. A DUNS (Dun and Bradstreet) number is required in order to register. Verification of CCR registration and TAX ID number must accompany your proposal. An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors. When an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition, the Ombudsman will communicate certain offeror issues, disagreements and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concerns on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition. The Ombudsman is Dr. David Ganger at (310) 363-0588.
