Description
NA 1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. 2. Invitation for Bid Number DABJ15-03-B-0033. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. 4. This procurement is being solicited unrestricted under NAICs code 561210 with a size standard of $6.0M. 5. Line Item 0001, Quantity and Unit of Issue are 12 months. 6. Contractor to provide licensed boiler plant operators on rotating straight time shifts in order to staff the boiler plant with an operator, 3 shifts, 24 hours, 7 days a week continuous operations, including Saturdays and Sundays, and Holidays in strict accordance with the contract specifications for the period 1 August 2003, or date of award if subsequent thereto, through 31 July 2004 at building 5252, Fort Dix, NJ. Specifications (3 pages) are available upon written request. All offerors are require d to review specifications prior to submitting a bid. You must mail your bid to Greg Fiorillo. Fort Dix Clause 52.100-4038, Security 13. Award will be made to that responsive, responsible bidder whose bid is low. 14. Bid opening is scheduled for 23 July 2003, 2:00pm EST. Mail your bid to Department of the Army, Army Reserve Contracting Center, 5418 So uth Scott Plaza, Fort Dix, NJ 08640-5097. The outside envelope shall indicate the solicitation number, closing date and time. Ddue to restricted access to Fort Dix, contractors that will be handcarrying their bid are required to submit to the Contractin g Officer a list of personnel planning to deliver the package and/or attend the bid opening 23 July 2003, 2:00pm Eastern Standard Time. Contractors must also furnish the approximate time of arrival and the gate they will utilize. This information must be furnished no later than twenty four (24) hours before bid opening. Contractors are cautioned that there may be delays at the gates and should allow adequate time for entering the installation to ensure packages are received prior to the time and date for receipt of bid . Failure for packages to be received timely may be cause for rejection of the entire bid . All individuals must have a picture ID and no substitutions are authorized. Vehicles are also subject to search. 15. PERFORMANCE WORK STATEMENT MAINTENANCE AND OPERATION OF DONLEE TURBO FIRE STEAM BOILER BUILDING 5252, FORT DIX, NEW JERSEY 1. DESCRIPTION OF SERVICES. The Contractor shall provide all labor, transportation and supervision necessary to maintain and operate a self contained Donlee Turbo Fire 675 horse power, gas fired steam boiler for a period of one year commencing two weeks after date of award. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor. The inspection clause of any resultant contract for this work shall not in any way be int erpreted as waiving the Government??????s requirement that the work product(s)/services(s) be fit for its intended purpose. The Contractor shall utilize the appropriate equipment manufacturer??????s recommendations and commercial practices. The Contracto r shall be responsible for any damages made to the equipment due to Contractor negligence. 2. HOURS OF OPERATION. The Contractor shall provide continuous operation of the boiler twenty-four (24) hours a day, seven (7) days a week, including Saturdays, Sundays and holidays with no exception. The contractor shall ensure that coverage is provide d in the event an operator fails to report for a shift or has to leave during a shift. 3. CONTRACTOR PERSONNEL. 3.1 As building 5252 is an established operating facility, contractor personnel shall be high-pressured licensed Operating Engineers with a black or blue seal. A copy of all licenses shall be provided to the Administrative Contracting Officer prior to per formance under this contract. 3.2 All personnel shall be employees of the contractor and shall meet all employment criteria such as, pre-employment drug screening and safety training. 3.3 All personnel shall be able to read, write and speak English. 3.4 All personnel shall be requires to wear identification badges as further explained in the terms and conditions of the contract. 3.5 The contractor shall submit in writing to the Administrative Contracting Officer at the Pre-Performance Conference, the name and phone number for the individual(s) to be contacted in the event of questions and/or problems. 4. TASKS 4.1 Contractor personnel shall observe and interpret readings on gauges, meters and charts which register various aspects of the system operation. 4.2 Contractor personnel shall adjust controls to insure safe and efficient operations and to meet the demands for steam in order to maintain a steady pounds per square inch (psi). The applicable psi will be provided by the QAR and w ill be based on all environmental considerations. If the operator is unable to maintain a steady psi, the QAR shall be contacted within fifteen (15) minutes. 4.3 Contractor personnel shall maintain a logbook of all boiler operations. The logbook shall be kept current and shall be available for review by the QAR at any time. 4.4 Contractor personnel shall self-police the interior of the boiler plant at the end of each shift to include the latrine and office. This shall include sweeping and clearing of all debris. 4.5 Contractor personnel shall clean equipment by ensuring that it is free of oil, lubricants and all other debris as needed. 4.6 Contractor personnel shall oil and lubricate equipment as needed. 4.7 Contractor personnel shall make minor repairs, such as packing valves and pumps, and replacing gauge glass. All parts will be provided by the Government. Contractor personnel shall contact the QAR which repairs are required in order that the applicab le part can be provided by the Government. 4.8 Following prescribed manufacturer??????s methods, Contractor personnel shall treat boiler water with chemicals and analyze boiler water for acidity, causticity and alkalinity. All supplies and chemicals will be provided by the Government. 4.9 Contractor personnel shall prepare the boiler for inspection to include cleaning the fireside and waterside, cleaning and tube openings and inspecting manholes and hand-holes. The QAR will notify the contractor prior to any inspections being conducted . The inspections will be those outside of normal QAR inspections and include inspections such as those conducted by the state or insurance company, etc. 5. GOVERNMENT FURNISHED ITEMS. All utilities, supplies, chemicals, parts and components required to operate the boiler and equipment will be provided by the Government.
