Description

NA WASTE WATER TREATMENT UPGRADE (TERTIARY PROJECT), FT IRWIN, CALIFORNIA This is an 8(a) competitive procurement restricted to Region 9 of the Small Business Administration. The primary objective of the project is to upgrade the existing Ft. Irwin Waste Treatment Plant (WWTP) from secondary to tertiary treatment and provide a recycled wat er distribution system. The tertiary effluent will meet the State??????s Title 22 requirements for unrestricted access use, which will result in greater effluent reclamation potential. The increased reclamation will reduce the demand for groundwater pumpin g and effluent percolation. The tertiary effluent will be primarily used for landscape irrigation in the cantonment areas. The North American Industry Classification System (NAICS) code is 237110, $28.5 M average annual gross revenue for the last three (3) fiscal years. Estimated cost range is between $5,000,000 - $10,000,000. The acquisition method is negotiated procurement. A technical and price proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The Source Selection Evaluation Process will be ??????Tradeoff.?????? This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. Evaluatio n factors may consist of the following: Knowledge and experience in construction of (3) Waste Water Treatment Plant (WWTP) Tertiary systems; knowledge and experience in elements of recycled water distribution systems; experience working with the California State??????s Title 22 requirements; education and experience of staff who would be assigned to this project. The offeror shall provide information describing the company??????s technical capabilities; size and availability of staff; and ability to schedul e and construct complex projects. The upgrade of the existing secondary system to tertiary is primarily mechanical and the offerer shall demonstrate his experience in this area. The aforementioned evaluation factors may not be all inclusive. The Government intends to issue this solicitation as Internet only. No additional media (compact disks, floppy disks, faxes or paper) will be provided unless the Government determines that it is necessary. It is therefore the contractor??????s responsibility to check th e following address daily for any posted changes to this solicitation. The Small Business Administration (SBA) has determined that, f or this procurement, competition will be restricted to eligible 8(a) contractors serviced by Region 9 of the Small Business Administration (SBA) which have a NAICS code 237110 among their approved NAICS codes.
