- Description
- The Bureau of Land Management (BLM) is seeking professional services (PS) under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for evaluating the design and performance of mine water treatment systems with an emphasis on biological treatment. Work would generally consist of receiving available data (usually in electronic format), evaluating the data, traveling to the site, discussing the site with BLM employees and/or contractors, and writing up findings that present professional opinions and recommendation on the situation. A typical task under this contract would require the contractor to evaluate existing data (1 day), examine the site (1 day), and prepare findings and recommendations (1 or 2 days) in a report that is expected to be fewer than 20 pages. Contractors are expected to conduct business via the internet. Reports shall be furnished in both paper and electronic formats as approved by the COR. The following evaluation criteria, in descending order of importance, will be used in evaluating prospective individuals. 1. Specialized experience and technical competence as demonstrated by previous work, scientific publications, reports, and projects similar to those expected to encounter. 2. Professional Qualifications as demonstrated by education, professional licensing, scientific publications, books, and reports, and similar information. 3. Past record of performance with respect to quality, cost, and scheduling, as demonstrated by written or oral communication from references and a listing of the 5 most recent projects and their respective project contacts. 4. Ability to accomplish work in Idaho in a timely fashion as demonstrated by a description of the contractor's methods for traveling to and from sites in Idaho during the summer, fall, winter, and spring. The resulting contract will be 2 to 4 IDIQ contracts being awarded to the most qualified individuals. Individual requests for quotes will be sent to all selected contractors for a particular task order and one or more contractors may be awarded the same task order depending on the nature of the task and the availability of funds. The anticipated period of the contract will be a one-year base period beginning August 30, 2003, plus two option periods, ending August 31, 2006.
