General Information: The BLM Bakersfield Field Office (FO) provides facilities maintenance (FM) services in areas totaling approximately 1,237,000 acres of publicly owned land in eight counties in Central and Southern California. A major area maintained by the FO is the Carrizo Plain National Monument, centered in San Luis Obispo County, approximately 40 miles West of Bakersfield. The Monument comprises 250,000 acres of extremely remote pubic land that is managed and maintained by FO personnel. FM services vary widely, but include: Operator maintenance of heavy equipment (graders, dump trucks, bulldozers, backhoes, etc.), road grading, hiking trail and off highway vehicle trail repairs; construction/maintenance/repair of domestic water systems, bridges, signs, fences, culverts, cattle-guards, publications kiosks, and campsite resources (outhouses, tables, parking areas, etc.); construction/maintenance/repair of buildings; removal of trash and abandoned property from managed areas; routine janitorial services within BLM owned buildings; graffiti removal from maintained facilities; weed control on trails and managed sites; testing and disinfecting wells; erosion control and remediation; firebreak rehabilitation (including use of herbicides); maintenance and repair of government owned tools and equipment used in performing specified services. These services are currently performed by BLM Engineering Equipment Operators. Primary emphasis is on the safety of users of publicly owned resources, with enjoyment of use, and protection of resources and the environment as important goals. Covered FM operations involve work by three skilled fulltime positions (Engineering Equipment Operators), with a yearly average of over 1770 hours each on specified tasks. All equipment, tools, materials and supplies for FM will be Government furnished. The Government will also continue to use small, local service providers for specific services, such as vault toilet pumping and janitorial services.
