- SYNOPSIS/SOLICITATION - NASA/HQ has a requirement to acquire a renewal of membership to a unique knowledge-sharing network which provides it's members an opportunity to exchange information on project management processes and practices with over 75 worldwide organizations. The membership in the network provides NASA with the opportunity to benchmark its project management practices, performance, results, project management competencies, workforce development and training against the membership of the network. The membership also entitles NASA to participate in network sponsored workshops and research, and be privy to the results of research. NASA will receive tools, reports, software and other materials developed by or for members of the network. As a member of the network, NASA participates in selection of topics of interest for research and workshops. Benchmarking and the development of alliances with industry organizations is a requirement of the NASA Integrated Action Team, Action 2.2, and Element B. Further, the Office of Management and Budget has established, in OMB Circular A-119 (revised October 20, 1993), a policy to "participate in voluntary standards bodies when such participation is in the public interest and is compatible with agencies' missions, authorities, priorities, and budget resources." Comptroller General decisions under 5 U.S.C.A. 5946 have supported use of appropriated funds for the purchase of membership fees in the Agency's name, upon an administrative determination that the expenditure would further the authorized activities of the Agency, and is not affected by any incidental. NASA/HQ intends to purchase the annual membership from Human Systems Knowledge Network, Inc, Kent, Washington for a one-year base period with four (4) one-year options using 10 U.S.C. 2304 (c)(1) Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Government intends to award this contract using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00pm eastern standard time on August 4, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government.
