- Description
- The Environmental Protection Agency has a requirement for Support for Policy Development, Analysis and Information Development, Communications Strategy Design, Education and Outreach Products, and Dissemination of Guidance on Indoor Environmental Quality Issues. The Indoor Environments Division (IED) in the Office of Radiation and Indoor Air (ORIA) focuses on several critical aspects of indoor air quality that pose significant risks to public health. These priority areas include: Asthma, Schools, Radon, Secondhand Smoke, Large Buildings. The successful offeror will provide the necessary personnel, materials, equipment, services and facilities to perform analytical services, including cost-benefit and/or other economic analyses, market penetration assessments, etc., to evaluate the effectiveness of current Agency policies on indoor environmental quality and provide recommendations for improvements; support to analyze and/or develop information about indoor pollutant exposure and contamination problems; support for developing effective methods to communicate with the general public and with specified target audiences, domestically and internationally; support in the development and implementation of information and outreach materials, including paper, multi-media, and electronic formats, to be disseminated to target audiences such as the public, school officials, health care providers. EPA anticipates the award of a cost-plus-fixed fee level of effort type contract with a base period of performance of twelve (12) months, with four (4) additional twelve-month option periods. The total duration of the proposed contract is sixty months (60). The procurement will be processed as a full and open competition. The contract will consist of 10,400 base quantity labor hours and 9,600 optional quantity labor hours for the base year and 8,200 optional quantity labor hours for the remaining four (4) periods, for a total contract maximum of 94,400 labor hours. This is an invitation to participate in a pre-solicitation conference. The purpose of the conference is to provide background information concerning the Statement of Work (SOW) to potential offerors and to create an open forum for discussions concerning the objectives of the project. All questions should be directly related to the DRAFT SOW and technical evaluation criteria. There will be no discussion of budget at the conference or any other subject matter that does not directly pertain to the DRAFT SOW or technical evaluation criteria. A draft statement of work and evaluation factors are available at http://www.epa.gov/oam/rtp_cmd. The conference will be held on April 23, 2003 from 12 PM to 2:00 PM in the Washington, D.C. area. Specific location information will be provided upon your confirmation of attendance to the conference, which must occur by COB on April 17, 2003 via email to Natalia Fisher-Jackson at fisher-jackson.natalia@epa.gov. Please limit conference attendance to two (2) individuals that best represent your team. Any questions and/or comments that you would prefer not to discuss in a group format due to proprietary reasons should be submitted in writing to Natalia Fisher-Jackson via email not later than April 17, 2003 and explicitly labeled "proprietary". EPA handling of such questions/comments and subsequent responses will be handled in accordance with normal agency procedures for protection of proprietary data. There will be NO reimbursement for travel expenses related to the participation in the pre-solicitation conference. If you are not able to attend you may still participate via conference call. Call-in information will be provided upon your confirmation of your participation (limited # of call in lines are available). All responses to questions/comments concerning the DRAFT SOW discussed at the pre-solicitation conference and not deemed proprietary will be compiled and distributed to all interested parties. The RFP will be issued approximately June 24, 2003, and proposals will be due approximately thirty (30) calendar days after the RFP issuance date. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. If you obtain a copy of the solicitation via internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments.
