Description
The United States Immigration and Naturalization Service has a requirement for a long-term residential transition facility for non-criminal female adult detainees who are being detained pursuant to the Immigration Laws of the United States. The successful contractor must provide a facility that is currently providing the same type of services. The contractor's facility must be capable of housing 200 adult female detainees with the option for additional 50 adult female detainees. The facility must have the capability to segregate the INS detainee population from other populations housed. The facility must be located within 100 miles of Miami District Office which is located at 7880 Biscayne Blvd, Miami FL. The successful contractor shall provide all necessary management, labor, supervision, equipment, transportation, life skills programs, health services, food and materials in order to provide, operate and maintain the facility and provide all required services for the residents. The Government will guarantee payment for 150 beds for the initial 200 beds and if the option for 50 additional beds is exercised the guarantee will become 190 beds. The government intends to award one indefinite delivery indefinite quantity contract for an initial one year period effective Oct 1, 2003 and four one year option periods, which if exercised could extend performance to a total of five years. All offers received will be evaluated for the initial period plus the four one year option periods. This contract is subject to the Service Contract Act of 1965 as amended. Any offer received that is not for an existing facility currently providing this type of service and which the INS cannot occupy on October 1, 2003 will be rejected. The solicitation will be available approximately 02/10/2003 on FEDBIZOPPS for downloading. Proposal due date is 03/25/2003.
