Description
The purpose of this synopsis modification is to: (1) extend the estimated date by which the solicitation will be issued to mid January, and (2) change the closure date to 30 days after solicitation issuance. The text is as follows: The U.S. Environmental Protection Agency, National Risk Management Research Laboratory (NRMRL), Subsurface Protection and Remediation Division (SPRD), has a requirement for on-site technical research support in Ada, Oklahoma. SPRD is the Agency's center of expertise pertaining to fate, transport and in situ remediation of contaminants in the subsurface environment and ecosystem restoration and is housed within the Robert S. Kerr Environmental Research Center in Ada, Oklahoma. SPRD's research field site is situated at Gaar Corner, 9? miles west of Ada. The contractor shall provide non-personal services, materials, supplies, and vehicles required to support the types of research outlined in the requirements of the Statement of Work. The contractor shall provide technical support both on-site at SPRD facilities in Ada and Gaar Corner, Oklahoma and (for short periods) at off-site and remote field sites. The contractor shall provide administrative support for its on-site activities. Areas of support shall include inorganic and organic analytical chemistry support; methods development; biological and microbiological analyses; biotechnological analysis; ecological sampling, analysis, and interpretation; physical science support; field support and logistics; drilling support; field sampling, monitoring and analyses; scientific data processing; information management and geographic and landscape analyses support; conceptual model development support; scientific computer model applications; GIS applications; scientific database and information management and quality assurance. The contract will be a follow-on to current EPA Contract no. 68-C-98-138 with ManTech Environmental Reserch Services, the incumbent contractor. The solicitation will be issued on a full and open competitive basis, i.e., it is not a small business set-aside. The applicable NAICS code is 541710. EPA anticipates the award of a Cost Plus Fixed Fee, Level of Effort (LOE), term type contract. The estimated LOE includes one, 12-month base period of 62,040 hours, plus four, 12-month option periods of 60,160 hours each. In addition, the base period will include 20 quantity options of 1,504 hours each, and each option period will include 20 quantity options of 1,598 each. The total potential LOE for each period is 92,120 hours. The maximum total LOE for all periods (five years) is 460,600 hours. Solicitation No. PR-CI-02-11291 is expected to be issued in mid January and close 30 days thereafter. It will be available on the Internet at www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and subsequent amendments from the web site. Hardcopies will not be distributed. It is the responsibility of potential offerors to frequently check the site for amendments. All responsible sources may submit a proposal which will be considered by EPA. Contract award will be made in accordance with FAR Part 15, Contracting by Negotiation. See numbered note 26.
