Description
The Department of Transportation, Federal Railroad Administration (FRA), Office of Safety, has a requirement for Financial Advisor (FA) services to analyze RRIF applications and to make quantitative and qualitative assessments of the credit worthiness of the applicants. Established by the Transportation Equity Act for the 21st Century, the RRIF program provides direct loans and loan guarantees in order to acquire, improve, rehabilitate intermodal or rail equipment and facilities, including track, components of track, bridges, yards, buildings and shops; refinance outstanding debt incurred for the previous purposes and develop or establish new intermodal or railroad facilities. A total of $3.5 billion is authorized for this requirement, of which $1 billion is reserved for regional and shortline railroads. Eligible borrowers include states, local governments, government sponsored authorities and corporations, Amtrak, freight railroads and joint ventures that include at least one railroad. Specific tasks for this requirement include but are not limited to the following: 1) analysis of the applicants' historical financial statements to determine trends in revenue and costs as well as comparability to industry trends; 2) evaluation of the experience of the railroad applicants' senior managers specifically identifying individuals responsible for the safety of rail operations along with their knowledge of current federal regulations and accident reporting; 3) assessment of the applicants' projected traffic, revenues and cash flows for reasonableness as well as projected expenses including maintenance and capital expenditures to determine adequacy for long term maintenance efforts. Anticipated cost savings attributable to the RRIF project and other factors affecting future costs and revenues shall also be assessed; 4) assistance to the (FRA) in providing technical assistance to applicants in developing and presenting information for completing RRIF applications. The contractor shall analyze the applicants' rail operations and traffic flow including identification of interchanges, haulage arrangements and unique operating conditions. Additionally the contractor shall assess the applicants' relationship with their customers in order to identify those with carloads shipped during the prior year; determine the projected shipping needs of their customers and their long term stability; determine the diversity and value of the products shipped and review contracts to assess their duration, pricing structure and minimum shipment guarantee if applicable. Deliverables for this requirement entail a written report of analysis and findings including a summary assessment of creditworthiness within 30 days of the assignment of an application and a Final Report based on discussions of the results from the analysis and finding for each applicant. A cost plus fixed fee contract consisting of a base plus four one-year options is anticipated. The solicitation and any related documents for this procurement will be made available to interested parties through electronic media available for downloading via the Internet at Federal Business Opportunities (FedBizOpps) at http://www.fedbizopps.gov (formerly Electronic Posting System at http://www.eps.gov). No paper copies of the solicitation will be available. Potential offerors shall be responsible for monitoring the Internet site for the release of the solicitation and all responsible sources may submit a proposal that will be considered by the agency. It is anticipated that the solicitation will utilize written proposals in combination with oral presentations. Tentative milestones for this procurement are as follows: 1) Issuance of solicitation on or about 19 June 2003; 2) Proposals due on or about 19 July 2003; 3) Oral presentations during the week of 4-8 August 2003; 4) Initiation of negotiations on or about 18 August 2003; 5) Contract Award on or about 25 August 2003. It should be noted that these tentative milestones are for planning purposes only and are subject to variations. All responsible sources may submit a proposal for consideration by the Federal Railroad Administration. Pursuant to OMB Circular A-76, FRA is conducting a competitive sourcing study to identify alternative sources for the services advertised herein in order to determine the best value service provider.
