Description

This notice clarifies how the Forest Service (FS) plans to transition into conformance with the Revised Circular A-76 dated May 29, 2003. The agency has three (3) standard studies that were announced prior to May 29 and they will be competed in accordance with the revised A-76 Circular. The agency has 54 studies using the USDA Express procedures that were announced to impacted employees prior to May 29. The Office of Management and Budget (OMB) has granted the agency a deviation in order to allow these studies to be completed under the Express rules. This deviation expires on September 30, 2003. The agency has four (4) studies in which decisions to directly convert to contract were announced to employees prior to May 29. The OMB has granted the agency the option to continue with these direct conversions. This deviation also expires on September 30, 2003. The agency has 44 studies using Streamlined A-76 procedures. These will be competed under the Revised A-76 Circular, but the agency has received two (2) deviations. First, the incumbent organizaton may continue to apply the 10 percent in-house factor and then compare the government bid to the range of four comparable contracts.
