- THIS COMBINED SYNOPSIS/SOLICITATION IS HEREBY CANCELLED THIS DATE 16 JULY 2003 DUE TO CHANGE IN GOVERNMENT REQUIREMENTS. NEW SOLICITATION WILL BE ISSUED AT A LATER DATE. This is a combined synopsis and solicitation for a commercial item is prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice.
