Description
The National Institute of Standards and Technology (NIST) intends on entering into a sole source purchase order, using FAR Part 13 simplified acquisition procedures, with Oliver Borchert, Gaithersburg, MD. The authority for this sole source procurement is FAR subsection 13.106-1(b). This procurement is for an extended module of the original Generalized Multi-Protocol Label Switching/Lightwave Agile Switching Simulator (GLASS) tool. This is a simulation tool that models optical networks that was originally developed and programmed by Oliver Borchert for NIST. The contractor must 1) extend the GLASS to support the modeling and performance evaluation of protection sharing and recovery mechanisms in optical networks; provide modeling and simulation of resource provisioning and dynamic allocation in optical networks using the RSVP-TE signaling protocol; provide detailed optical layer performance characteristics for the optical layer components such as Optical Cross-connect links. 2) Manage the release of GLASS version 2.0 on the NIST website and work with NIST staff in order to use and maintain the simulator ? assist GLASS users, fix bugs reported, develop and update user and programmer?s manuals for GLASS, redesign and update the GLASS web page. The sole source determination is based on the Contractor?s unique expertise and detailed knowledge of the GLASS tool, optical network protocols including routing, wavelength assignment, restoration and protection, and experience and familiarity with the Scalable Simulation Framework (SSFnet). It is anticipated that a fixed price purchase order will be awarded, with an option for maintenance. No RFQ package is available. Any interested party may submit, in writing, their capability statement to respond to this requirement. However, a determination by the Government to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for quotes. If no affirmative responses are received by August 4, 2003 at 9:00a.m. the Contracting Officer will proceed with the award to Oliver Borchert.
