Description

The National Institute of Standards and Technology (NIST) intends to enter into a sole source contract with the National Academy of Sciences (NAS), 2101 Constitution Avenue, Washington, D.C. under the authority of 41 U.S.C. 253(c)(5) - Authorized or required by statute. This procurement requires the independent expertise of the nationally recognized membership of the NAS/Computer Science and Telecommunications Board (CSTB). The Cybersecurity Research and Development Act (PL 107-305) requires NIST to arrange for a study of the Nation's network infrastructure vulnerabilities and make recommendations for appropriate improvements. The CSTB is a unique national resource that provides an objective, nonpartisan forum for the study of information technology issues and trends. The period of performance for this requirement is from award of the contract through one year thereafter. The Government anticipates the award of a Firm-Fixed Price (FFP) type contract. The proposed requirement is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A Request for Proposal (RFP) solicitation package is not available. See NOTES 22 and 26.***
