Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Coastal Monitoring (CCMA), intends to solicit and negotiate with only one source under the authority of FAR 6.302 with the State of Hawaii for technical support service in conducting benthic habitat mapping and reef fish censuses for selected areas of Hawaii. This is a collaboration of efforts between the NOAA, the University of Hawaii and the Hawaii Department of Land and Natural Resources. The work is being done in support of the National Coral Reef Ecosystem Monitoring Program, to map and characterize coral reef ecosystems of Hawaii. The proposed work is part of an ongoing project which is near completion and includes the following major tasks: supporting field surveys of habitat and reef fish (including boat support); database development; data and map analyses and providing a summary report. Interest parties should review the attached draft statement of work. Information survey methodologies and additional project background will be provided to qualified offerors. Interested parties capable of satisfying this requirement are invited to submit a technical capability statement or proposal and past performance references that clearly demonstrate knowledge and experience in conducting coral reef ecosystem studies. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. This notice of intent is not a request for competitive proposals. However, responses must be received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Telephonic responses shall not be accepted.
