- The National Oceanic and Atmospheric Administration ( NOAA), Climate Monitoring and Diagnostics Laboratory (CMDL) is developing an aerosol sampling payload for deployment on a small airplane, which will be used for monitoring the climate-forcing properties of aerosols aloft. Measurements of the aerosol light scattering coefficient (Bsp) are required for this application, using several integrating nephelometers. A TSI model 3563 nephelometer will provide a reference measurement of Bsp (at low relative humidity, three wavelengths, and two ranges of angular integration). A number of secondary nephelometers, which are the subject of this solicitation, will measure Bsp continuously under different conditions of sample relative humidity and particle size range. As the instruments will be deployed on a small airplane, the size and weight requirements of the secondary nephelometers must be kept to a minimum. *** Technical requirements for nephelometers: (1)detection limit: below 0.3 Mm-1 for an averaging time of 60 seconds, measured as the standard deviation of Bsp when the instrument is filled with filtered air; (2) size, weight, and power requirements optimized for deployment on a small research airplane; (3) wavelength response: centered in the range 540-560 nm, width of wavelength response no more than 40 nm FWHM (full-width at half maximum); (4) angular response: truncation angles in forward and backwards directions no more than 11 degrees, instrument measures sine-weighted integral of angular scattering function; (5) measurement of sample temperature, pressure, and relative humidity (6) automatic subtraction of Rayleigh scattering of air, using measured values of sample temperature and pressure; (7) data output: RS-232C serial interface, measurement results (Bsp, T, P, RH, system status/housekeeping data) reported every second in plain ASCII text; (8) leak-tight operation *** Award decision will be based upon: (1) Price, (2) Delivery within three months ARO and (3) Technical merit. Evaluation criteria for technical merit: (1) Technical specifications as listed above; (2) Size less than 60 cm long, 15cm wide, 20 cm deep: (3) Weight less than 5 kg; (4) Power: operation from 28VDC aircraft power is desired, power draw below 15 watts is desired.
