Description
The U.S. Department of Energy Office of Energy Efficiency and Renewable Energy (EERE) is seeking sources to develop an Electronic Tradeshow (E-Tradeshow) prototype. The E-Tradeshow will ultimately promote technology-specific and deployment activities carried out in all EERE Offices: Solar, Wind/Hydropower, Geothermal, Distributed Energy, Electricity Infrastructure & Reliability; Biomass, Industrial Technologies; FreedomCAR and Vehicle Technologies; Hydrogen and Infrastructure, Building Technologies, and Weatherization and Intergovernmental Programs. EERE requires a communications tool called E-Tradeshow to focus on technology research, development and deployment managed by EERE?s eleven programs. The communications tool shall permit private sector participation and shall display the various technologies and strategies developed by EERE in a flexible, interactive and expandable format. The E-Tradeshow shall be a web-based set of virtual booths or tour of each EERE technology and service area to produce a virtual tradeshow experience for EERE targeted audiences and customers. The Contractor shall research and catalogue information related to the key messages EERE would like to convey to specific audiences and opinion leaders. The Contractor shall use energy knowledge and experience to perform expert review to determine the most effective organization of the website, identifying potential bottlenecks and necessary fixes and design improvements in existing websites and electronic products. Contractor shall develop a wire frame prototype to demonstrate to focus groups, develop entrance commercials using various software tools such as Flash. Contractor should offer a diversity of personnel with a working understanding of DOE?s EERE program offices, expertise in strategy, education and communications, experience in program management and project implementation, technical capabilities including energy and water efficiency, renewables technologies, energy and environmental engineering, expertise in multi-media software development and digital tools using the latest applications. Skills should include Flash/Shockwave, CGI, DBA Sybase, Oracle, Myself, Unix development, C/C++, VB, Vbscript, HTML, XML, etc. The contractor will provide all personnel and resources to perform this task with a period of performance of twelve months, with required deliverables including a fully functional prototype of an E-Tradeshow for a single EERE program that comprises a database of researched links and resources appropriate to a one-program EERE Tradeshow, expert review and recommendations document, interaction concept diagram, use case diagrams, interactive wire frame prototype, internal use case test, external use case test, and completed back-end programming to support approved architecture.
