Description
The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis, under the Simplified Acquisition Procedures, a firm fixed price award to the Hispanic Association of Colleges & Universities, 8415 Datapoint Drive, Ste 400, San Antonio, TX 78229 for the Outreach to Rural and Urban Communities (OTRUC) Project. The purpose of the project is to demonstrate how partnerships with HBCUs, HSIs, and TCs can assist CMS in achieving its broader goals, and test a model for helping States reduce racial health disparities. The OTRUC project is a CMS collaboration with Historically Black Colleges and Universities (HBCUs), Hispanic Serving Institutions (HSIs), and Tribal Colleges (TCs) to develop targeted outreach projects that address the needs of rural and underserved communities. The projects are developed through partnerships with State Medicaid agencies, local agencies, and other community organizations. The Contractor shall work with HSIs, State/local agencies, and community organizations to develop a dual eligible, Medicaid, or SCHIP outreach project that targets a rural or underserved community. The HBCUs, HSIs, and TCs have an established presence in racial and ethnic communities. They have access to their respective communities that other organizations do not. These institutions have the cultural competence and sensitivity to develop materials and delivery processes that will make connections within their respective communities. Other vendors are not able to develop the trust within the communities to be effective with their outreach activities. Traditional outreach techniques have not worked in racial and ethnic communities. All responsible sources may submit capability statements in consideration to the Agency at the above address.
