Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Substance Abuse Treatment (CSAT), through the Division of Acquisition Management(DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures to NASADAD, 808 17th Street, N.W., Suite 410, Washington, DC 20006. The anticipated date of award is August 11, 2003. The objective of this project is to manage an opioid treatment State Methadone Authority list- serve and to organize, convene, and report on quarterly teleconferences with representative members of the State Methadone Authorities and, as appropriate, Single State Authorities. The Contractor shall furnish all necessary personnel, facilities, equipment, materials, and supplies to perform the work described below. The Contractor shall manage the SMA opioid treatment list-serve. The Contractor shall conduct quarterly teleconferences with representative members of the State treatment community (SMAs and SSAs). Meet with the Project Officer and CSAT staff designated by the GPO within one week of purchase order award to develop a work plan, including a time line to carry out the tasks under the purchase order. Submit a work plan to the Project Officer within three weeks. The Project Officer must approve the work plan prior to commencing work under this purchase order. Posting messages to the SMA opioid treatment list-serve to commence within 30 days of the award of the purchase order. Quarterly reports shall be submitted showing the major issues discussed and the number of responses posted, or as directed by the Project Officer. Conduct quarterly teleconferences with representative members of the SMA community. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
