Description
. This is a synopsis for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information provided in the Solicitation upon request. This synopsis is being issued by the Federal Bureau of Investigation as Request for Proposal number 076619 and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2001-13. This acquisition is set aside to Small Businesses and is being conducted under the procedures of the Federal Acquisition Regulation (FAR) Parts 12 and 13. The North American Industry Classification System (NAICS) Code for this requirement is 335999 with a business size standard of 500 employees. This will be a Firm Fixed Price Contract for the acquisition of an Uninterruptible Power Supply (UPS) system which will meet or exceed the capabilities of the existing Exide Model 3180 (775KW) UPS unit located in Fort Monmouth, New Jersey. This contract will also require the removal of the existing unit and complete installation and testing of the replacement unit. The following FAR clauses and provisions are incorporated by reference and apply to this acquisition: FAR provision 52.212-1 Instructions to Offerors - Commercial Items (Oct 2000), FAR clause 52.212-4 Contract Terms and Conditions-Commercial Items (Feb. 2002). FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (April 2003) . Each offeror shall include a completed copy of the FAR provisions at 52-212-3, Offeror Representation and Certifications (July 2002) with its offer. These Clauses and Provisions can be obtained via the Internet at http: //www.far.arnet.gov/far. All responsible Small Business sources must submit a one page request for Solicitation by the DEADLINE OF 12PM EST ON MONDAY JULY 28TH, 2003. Requests for Solicitation can be mailed to the J. In light of heightened security and increased scrutiny of mail coming into Government facilities, potential contractors are encouraged to fax their requests for the Solicitation. The Government will award to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offerors will be evaluated in accordance with FAR provision 52.212-2 Evaluation-Commercial Items (Jan. 1999) The following factors, in descending order of importance shall be used to evaluate potential offers: Quality of the equipment offered, pricing offered, and offeror past performance.
