- This is a solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; PROPOSALS ARE BEING REQUESTED. The Solicitation number is F61775-03-Q-2222 and is issued as a Request for Proposal (RFP). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-14. This acquisition is unrestricted. The U.S. Air Force 48th Contracting Squadron intends to award a Concessionaire Contract for: Request For Proposal (RFP) F61775-03-Q-2222. We are requesting proposals from publishers in the local area (England) desiring to compete for a two (2) year contract with renewal options of two (2) year increments up to a total of six (6) years from the time of the original award year to publish the "Marauder, Griffin, Town Crier and Fairford Falcon? newspapers for RAF Mildenhall, RAF Alconbury, RAF Croughton, and RAF Fairford, beginning with the 4 Aug 03 issue. If your firm desires to compete for the opportunity to publish the above mentioned newspapers, please submit a written proposal not later than 1630 hours on 23 Jul 03 to the following address: 48th CONTRACTING SQUADRON / LGCA ATTN: 1LT BABB/SrA CULBERTBLDG. 55, MARHAM ROADRAF FELTWELL, THETFORD, NORFOLK IP26 4HL UK. Ensure your proposal addresses your ability to meet the selection criteria in the award evaluation, see page 14. Complete the lined section under the Offeror section on page 1 with your company's address and contact information. Ensure that the underlined portion of Para. 1.1. on page 2 is completed with your company name and address; and Para 1.4.1. and 1.4.2. on page 2 and Para 3.11.on page 5 are completed with your name only. Publishers should also complete all details and sign their proposal on page 11 (right-hand side), as the government may award a contract on the basis of the initial offers received without discussions.
